Compliance Officer
POSITION PURPOSE:The Compliance Officer independently and objectively reviews and evaluates organizational compliance issues and concerns. This role advises management and staff on emerging compliance matters and helps establish controls to mitigate risk. The Compliance Officer ensures that credit union policies, procedures, and operations comply with applicable laws and regulations.This position also manages compliance records, Bank Secrecy Act (BSA) programs, vendor management, and security functions while developing policies, procedures, and training programs to maintain effective regulatory compliance.Essential Functions And Basic DutiesCompliance Planning and Program OversightReviews, interprets, and implements laws and regulations impacting credit union compliance requirements.Evaluates credit union policies, procedures, products, and programs to ensure regulatory compliance and recommends improvements where necessary.Serves as the Bank Secrecy Act (BSA) Officer, overseeing all aspects of:BSAAnti-Money Laundering (AML)Office of Foreign Assets Control (OFAC)Member Identification Program (MIP)Responsibilities include establishing internal controls, coordinating examinations, conducting training, and supporting regulatory and audit reviews.Prepares annual risk assessments for BSA, Red Flags, and other regulatory requirements.Assists management with credit union bond coverage.Serves as the California Insurance Endorsee Administrator.Assists Senior Management with long- and short-term strategic planning.Tracks identity theft incidents and ensures appropriate BSA reporting.Assists with administration of the National Mortgage Licensing System (NMLS) including employee registration, training, and renewals.Serves as the credit union’s subject matter expert for compliance-related questions.Identifies regulatory impact related to new or revised products and services.Assists in revising or designing forms, products, website content, programs, and promotions to ensure compliance with federal and state regulations.Develops and supports compliance training programs for staff.Works closely with the Internal Audit Department, regulators, and external auditors to ensure compliance monitoring.Reviews loans, deposits, and other consumer transactions for regulatory adherence.Oversees the annual vendor due diligence program.Ensures implementation of record retention policies in accordance with regulatory requirements.Ensures compliance with all credit union policies and regulatory statutes, including BSA.Develops and implements compliance policies, plans, and goals aligned with the credit union’s strategic objectives.Administration Of Compliance FunctionsCreates and implements compliance policies and procedures.Ensures services and operations comply with applicable laws and regulations.Develops and monitors departmental budgets and expenses.Attends and participates in required meetings and committees.Prepares and completes required reports and documentation.Ensures strict adherence to regulatory requirements.Assists departments with developing quality control standards and processesPersonnel SupervisionDirects, schedules, and coordinates departmental functions.Ensures personnel are properly trained and effectively utilized.Provides guidance and instruction regarding policy, procedure, and program changes.Professional RelationshipsMaintains strong relationships with members, vendors, regulators, and the business community.Protects and enhances the credit union’s professional reputation.Ensures questions, concerns, and requests are resolved promptly.Additional ResponsibilitiesMaintains a clean, secure, and organized work environment.Remains informed about trends and developments in the compliance field.Completes special projects and additional duties as assigned.Performance MeasurementsSuccess in this position will be measured by:Effective and compliant delivery of compliance programs.Regular review and updating of compliance policies and procedures.Strong coordination between compliance, branches, and other departments.Effective monitoring and quality control of compliance activities.QualificationsEducation / CertificationBachelor’s degree in Business or a related field, or equivalent experience.Certification in the following areas required:BSARisk ManagementAMLOFACSAFE ActRequired KnowledgeKnowledge of check processing, purchasing, records management, security, and quality control procedures.Understanding of regulatory and legal requirements affecting financial institutions.Knowledge of credit union products and services.ExperiencePrior credit union experience required.Skills And AbilitiesExcellent communication and interpersonal skillsStrong leadership and supervisory abilitiesStrong project management capabilitiesHighly organized with strong attention to detail
