Job Title: Payroll Manager - Bilingual in English and Spanish RequiredMcKinney, TX 75070$100-120k/yearDirect HirePosition SummaryThe Payroll Manager is a highly operational role responsible for the daily execution and oversight of all human resources and payroll functions. This position reports directly to the HR Director and requires hands-on involvement in timecard management, payroll processing, employee relations, recruiting, benefits administration, leave management, certified payroll, and year-end payroll reconciliation. The role supports field and office employees and ensures strict compliance with federal, state, and local employment and payroll regulations applicable to the construction industry. Essential Duties and ResponsibilitiesPayroll & Timecard OperationsPerform daily review, audit, correction, and approval of employee timecards for field and office staffEnsure accurate tracking of regular time, overtime, job cost coding, and pay classificationsProcess weekly payroll accurately and on scheduleManage payroll deductions, garnishments, benefits deductions, and reimbursementsPartner with Accounting on payroll reconciliations and general ledger reportingLead all year-end payroll activities, including W-2 processing, audits, and reconciliationsServe as the primary point of contact for payroll systems, integrations, and vendors Human Resources OperationsManage the full employee lifecycle including onboarding, training, performance management, disciplinary actions, and terminationsMaintain, implement, and enforce HR policies and proceduresConduct employee relations investigations and document corrective action in coordination with the HR Director Recruiting, Hiring & OnboardingManage full-cycle recruiting for field and office positionsCoordinate job postings, candidate screening, interviews, offers, and onboardingEnsure all new hire documentation, I-9s, and compliance requirements are completed accurately and timely Benefits AdministrationManage benefits reconciliation and reportingCoordinate open enrollment, employee communications, enrollments, changes, and auditsServe as liaison with benefit brokers, carriers, and vendors Leave Management & ComplianceAdminister FMLA, LOA and Extended Time Off policiesTrack eligibility, approvals, documentation, and return-to-work processesEnsure compliance with all applicable employment laws and regulations Workers' Compensation & Certified PayrollManage Workers' Compensation claims, reporting, and coordination with carriers and third-party administratorsPrepare, submit, and maintain certified payroll reports in compliance with project, state, and federal requirementsRespond to audits, agency requests, and project compliance inquiries Reporting, Audits & SystemsPrepare and maintain HR and payroll reports for the HR Director and leadershipMaintain accurate employee records within HRIS and payroll systemsSupport internal and external audits related to payroll, benefits, and HR complianceIdentify process improvements to increase efficiency, accuracy, and compliance Qualifications & ExperienceBachelor's degree in Human Resources, Business Administration, Accounting, or related field preferredMinimum 7 years of hands-on payroll and HR experience, preferably in construction or a field-based workforceExperience managing teamsStrong knowledge of wage and hour laws, payroll regulations, and HR complianceExperience with HRIS and payroll systems (UKG, Viewpoint, Passport, or similar preferred)Experience managing FMLA, benefits administration, Workers' Compensation, and certified payroll Skills & CompetenciesBilingual (English/Spanish)Strong attention to detail and high level of accuracyExcellent organizational and time-management skillsAbility to manage confidential and sensitive information with discretionStrong interpersonal and communication skills with field and office employeesAbility to operate independently while partnering closely with the HR DirectorCompliance-driven with a proactive, solution-oriented mindset Work Environment & ExpectationsHighly operational, deadline-driven role requiring daily involvement in payroll and HR processesRegular interaction with field crews, supervisors, office staff, and leadershipAbility to manage multiple priorities in a fast-paced construction environment
