Senior Counsel, Global Trade Compliance - Columbia, MD
The Senior Counsel, Global Trade Compliance serves as the lead legal and operational advisor for all U.S. import and export compliance matters Rohde & Schwarz USA, Inc. This role is responsible for designing, implementing, and overseeing a robust global trade compliance program covering ITAR, EAR, OFAC, CBP customs compliance, sanctions, licensing, and cross-border movement of products, software, technical data, and defense services. The position provides strategic legal advice to executive leadership, sales, operations, logistics, engineering, contracts, and the parent company, while directly managing two trade compliance professionals.Your tasksLead all matters involving U.S. export controls under ITAR, EAR, and OFAC sanctions regulationsPrepare, submit, and manage export licenses, license amendments and renewals, Technical Assistance Agreements (TAAs), Manufacturing License Agreements (MLAs), DSP applications and other DDTC filingsManage commodity jurisdiction (CJ) and classification determinations, including ECCN / USML analysesOversee DDTC registration, annual renewals, and related correspondencePrepare and submit voluntary disclosures / voluntary self-disclosures to DDTC, BIS, OFAC, and other agenciesDraft and respond to agency general correspondence requestsAdvise business teams on deemed exports, reexports, retransfers, technical data sharing, and defense servicesDevelop and maintain export compliance policies, procedures, screening protocols, and trainingInterface directly with U.S. regulators, outside counsel, and auditorsSupport internal investigations involving potential trade compliance violationsServe as lead counsel for U.S. customs and import compliance matters Manage end-use certificates (EUCs), customs bonds, customs broker relationships, HTS classification and tariff strategy, country of origin / marking issues, customs valuation and transfer pricing considerationsPull and analyze CBP data and reports from the ACE PortalLead compliance relating to: tariffs, Section 301 / Section 232 duties, reconciliation, duty drawback, post-entry corrections and protestsSupport C-TPAT registration and maintenanceAdvise on Know Your Customer (KYC) and denied party / sanctions screening principlesConduct sanctions and beneficial ownership reviews using tools such as SayariManage internal audit and documentation retention requirements for import transactionsLead and supervise two trade compliance professionalsEstablish team priorities, workflow, and professional development plansPartner with legal and export compliance teams of German parent to ensure global alignmentCreate and maintain SOPs, escalation procedures, and risk matricesProvide training to sales, logistics, engineering, contracts, and senior leadershipLead internal audits and remediation plansSupport M&A, channel partner onboarding, and distributor due diligenceYour QualificationsJ.D. from an accredited U.S. law schoolActive membership in at least one U.S. state barMinimum 7 years of experience in U.S. import/export and trade compliance mattersExperience gained at a large law firm, and/or as in-house counsel for a U.S. defense contractor, aerospace company, or highly regulated technology manufacturerDeep expertise in: ITAR, EAR, OFAC sanctions, CBP / customs law, DDTC licensing, TAA / MLA negotiation, import duty mitigation strategiesDemonstrated leadership experience managing personnel or compliance teamsStrong experience interacting directly with U.S. government agenciesIn order to be considered, candidates must reside in the US and have US citizenship.Interested?We are looking forward to receiving your application!The total compensation for this position is $153K-$204K. Total compensation includes base salary, variable pay (when applicable) plus benefits. The range is determined by the position, geographic location and level.
