Compliance Coordinator/Certified Payroll Specialist

Position SummaryThe Compliance Coordinator / Certified Payroll Specialist is responsible for ensuring company compliance with federal, state, local, and contract-specific labor regulations related to construction projects. This role manages certified payroll reporting, prevailing wage compliance, subcontractor documentation, and workforce reporting requirements while supporting project teams, accounting, and HR departments.The ideal candidate is highly organized, detail-oriented, and experienced in construction compliance, Davis-Bacon prevailing wage requirements, and certified payroll processing.Key ResponsibilitiesCertified Payroll & Prevailing Wage CompliancePrepare, review, and submit weekly certified payroll reports in compliance with Davis-Bacon and prevailing wage regulations.Ensure accurate employee classifications, wage rates, fringe benefits, and labor hours.Maintain compliance with federal, state, municipal, and union labor requirements.Monitor apprenticeship ratios and apprentice documentation requirements.Respond to payroll and labor compliance audits, investigations, and agency inquiries.Project Compliance AdministrationTrack and maintain required project compliance documentation for public and private construction projects.Collect and review subcontractor certified payroll submissions and compliance documents.Monitor subcontractor compliance with contract requirements and prevailing wage laws.Maintain contractor licenses, insurance certificates, bonding documentation, and workforce certifications.Assist with onboarding subcontractors and ensuring all prequalification requirements are met.Reporting & DocumentationMaintain accurate records of payroll, employee certifications, and project compliance files.Prepare labor reports, workforce utilization reports, and EEO documentation as required.Generate internal compliance status reports for project management and executive teams.Ensure timely filing of reports through applicable government portals and agencies.Coordination & SupportWork closely with accounting, HR, project managers, and field supervisors to resolve payroll and compliance issues.Provide guidance to internal teams regarding labor compliance requirements.Stay current on prevailing wage laws, labor regulations, and construction compliance standards.Support implementation and improvement of compliance processes and systems.QualificationsHigh school diploma or equivalent required; associate or bachelor’s degree preferred.3+ years of experience in construction payroll, certified payroll, or labor compliance.Strong knowledge of Davis-Bacon Act, prevailing wage regulations, and public works compliance.Experience processing certified payroll reports for federal, state, or municipal projects.Familiarity with construction accounting and payroll systems.Proficiency in Microsoft Office Suite, especially Excel.Excellent organizational skills and attention to detail.Strong written and verbal communication skills.Ability to manage multiple deadlines in a fast-paced environment.
