Role : IT Project Management / Health Data ModernizationLocation: Montpelier, VT (Remote/Hybrid)Scope/ BackgroundThe State of Vermont received federal Rural Health Transformation funding to support transformation of the State's health data infrastructure. In Phase 1, GMCB is prioritizing four major areas: modernization of data ingestion from external submitters, implementation of entity resolution and automated data governance capabilities, ingestion of major datasets into the State's Data Lake, and embedding strong governance, project management, communication, and change management practices.The Board is seeking a Project Manager to oversee Azure DevOps and MS Project or Planner Premium usage, handle general project management activities including schedule and budget management, and ensure inter-team coordination. It is also seeking a Scrum Master to facilitate Agile delivery and sprint cadence. The contractor must provide two full-time resources, each available up to 40 hours per week as authorized by the State.The broader Phase 1 strategy is intended not only to deliver technical outputs, but also to build durable organizational capacity so embedded staff can align with GMCB's ongoing modernization work. The document specifically references foundational capabilities such as modernized ingestion pipelines, entity resolution through Profisee and Purview, governance practices, and Agile project management.Project OverviewThe Board is already working to standardize and improve its Azure DevOps and Azure Databricks environments and to strengthen Agile practices.
