Emergency Operations Plan (EOP) Program Manager
The Texas School Safety Center (TxSSC) is an official university-level research center at Texas State University. The TxSSC is tasked in Chapter 37 of the Texas Education Code and the Governor’s Homeland Security Strategic Plan with key school safety initiatives and mandates. The TxSSC serves as the clearinghouse for the dissemination of safety and security information through research, training, and technical assistance for K-12 schools and junior colleges throughout the state of Texas. As a result, Texas has become a national leader in school safety practices and is relied upon for assistance and guidance from jurisdictions throughout the nation.Job DescriptionThe TxSSC welcomes applicants for the position of Emergency Operations Plan Program Manager. Applicants should have extensive experience within an organization that serves at the city, county, or state government level. This is a supervisory position within the School Safety Readiness division. The Texas School Safety Readiness division is responsible for assisting in the oversight of a statewide system for the review, verification, and follow-up of multi-hazard emergency operations plans and safety and security audits for all Texas independent school districts, open-enrollment charter schools, and junior colleges to ensure compliance with Texas school safety legislation. This division also assists with ongoing research and development of best practices related to school emergency operation plans. Additionally, this division is responsible for assisting in the oversight of a statewide system of review and verification for the School Safety and Security Registry and the maintaining of a publicly searchable database of the sheriff’s school safety meeting mandate. The School Safety Readiness division also works collaboratively across divisions with the Training and Education, Information Technology, Research and Evaluation, and Youth and Community Initiatives divisions to improve the overall safety and security in Texas public school districts. Required QualificationsBachelor’s degree. At least 5 years of demonstrated successful experience working as an emergency preparedness/management planner, or closely related role, in a city, county, or state agency.At least 1-year of demonstrated successful experience supervising staff in a city, county, or state agency. Demonstrated experience in successfully creating and facilitating trainings for adult audiences of varying levels of emergency preparedness experience.Demonstrated experience successfully leading multiple large projects from beginning to end.Uploaded copy of your FEMA transcripts or course certificates demonstrating completion of the following courses:-IS-100: Introduction to the Incident Command System-IS-200: Basic Incident Command System for Initial Response-IS-230: Fundamentals of Emergency Management-IS-235: Emergency Planning-ICS-300: Intermediate Incident Command System for Expanding Incidents-IS-700: Introduction to the National Incident Management SystemPreferred QualificationsBachelor’s or Master’s degree in emergency management.At least 5 years of demonstrated successful experience working as an emergency preparedness/management planner, or closely related role, in a Texas city, county, or state agency.Demonstrated experience with the development and review of Texas independent school district, Texas open-enrollment charter school, or Texas public junior college emergency operation plans.ICS-400: Advanced Incident Command System and General StaffIS-800: Introduction to the National Response FrameworkIS-2200: Basic Emergency Operations Center FunctionsDemonstrated experience in developing and facilitating virtual trainings.Demonstrated experience in using MS Office Suite (Word, Excel, PowerPoint)Additional Information to ApplicantsThis position is an office-based role at Texas State University. You may be required to offer critical, in-person assistance to districts at their locations when deemed necessary by the division associate director or Center director. Travel is expected to range between 20-30 days per fiscal year, though this may vary depending on evolving Center directives and district needs. This position may entail performing other duties as assigned to support the needs of the Center. Additionally, this position can expect to work hours outside of 8:00am – 5:00pm as necessary.Additional Interview Information - This position is based in San Marcos, TX. If selected for an interview, it will be conducted in person. Candidates selected for an interview will participate in an interview format consisting of 30 minutes of direct question and answer, followed by a scenario task that is meant to assess critical thinking, decision making, communication, and project management skills.
