Do not use SEE RESUME in any of the application fields .*Pre-interview assessment/tests pertinent to the required job skills may be required.About UsThe City of Cape Coral is the seventh largest city in Florida, has over 1,500 full-time employees, provides various career path opportunities, and offers a robust training and development program for improving current talents, developing new skills, and building effective business relationships.Perks and Benefits Free city-paid employee health coverage, additional for spouse or familyCity Employee Health & Wellness Center for healthcare services5 weeks Paid Time Off (sick & vacation)11 paid holidaysPension planCity-paid life and long-term disability insuranceOptional Vision and Dental PlansTuition reimbursementGym membership reimbursementAnd much more!QualificationsEducation and Experience: Bachelor's degree from an accredited college or university in Finance, Accounting, Public Administration, Business Administration or closely related field.Eight (8) years of progressively responsible municipal finance experience, including five (5) years in a supervisory role.Licenses or Certifications: Must possess a valid state driver's license and obtain a valid Florida driver's license within thirty (30) days of hire or promotion.Preferred Qualifications: Master's degree from an accredited college or university in Finance, Accounting, Public Administration, Business Administration or closely related field.Certified Public Accountant (CPA) or Certified Government Finance Officer (CGFO).Key Responsibilities: Assists in overseeing development of City Annual Budget, Asset Improvements Programs, Comprehensive Annual Financial Report, and Annual State of Florida Comptrollers Report and Management Letters. Also assists in preparing Charter School annual ACFR and management of annual audit for City and Charter School. Assists in preparing annual CRA financial report. Oversees quarterly and annual IRS payroll tax forms as well as State Fuel Tax forms as necessary.Assists in development of the comprehensive set of financial management policies and procedures for City, Charter School, and CRA in areas of accounting, budget, debt, economic resources, operations, billing, investments, and customer service.Assists in coordinating debt issuance to include development of financial plan, credit rating and bond insurer presentations, and work of financial team (financial advisor, bond counsel, underwriters, paying agent, etc.). Assists in overseeing refunding of bonds for potential interest savings. Meets quarterly with credit rating agencies to update Bond ratings. When financing is to be obtained, makes recommendations of how to finance projects such as bond issuance, obtaining a bank loan, etc. Assists in overseeing the semi-annual and annual debt service payments, assists in defeasance of bonds when necessary, assists in refinancing outstanding debt when there are opportunities. Oversees the coordination with federal and state agencies when funding the Utilities Expansion Project. Assists in overseeing all quarterly and annual reporting to federal and state agencies as required.Assists in advising the Budget Review Committee and Audit Committee on the City Manager's proposed budget and tentative and final Council budget.
