SUPERVISORY MANAGEMENT & PROGRAM ANALYST Jobs

Director Life Cycle Programming DepartmentYou will be the Director Life Cycle Programming Department and the subject matter expert that oversees the Planning, Programming, Budgeting and Execution process for Surface Navy (1B4B) Maintenance Repair requirements, to include developing, tracking, and vetting. You will be responsible for supporting depot-level availability closeout analysis processes, and analytical and quantifiable projects, and initiatives throughout the operations and maintenance life cycle of all US Navy surface ships. You will conduct analysis and requirements compliance reviews and evaluate all program functions, activities and events on a continuing basis. You will take a quality control oversight approach in near term and long-term planning of specific program elements and tasks that includes evaluation of personnel availability and requirements. You will coordinate, integrate, and monitor all efforts within and outside of NAVSEA to ensure all program requirements are achieved methods and appropriate metrics are in place to adequately measure progress and achievement of goals and objectives. You will design methods and direct subordinates in the identification of gaps in maintenance requirements based on analytical analysis which impact ship changes based on a review of maintenance analysis conducted by subject matter experts. Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. Males born after 12-31-59 must be registered for Selective Service. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101. Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 (GS-13 equivalency) pay band (in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: leading cross-functional teams with supervisory oversight through the naval maintenance lifecycle, leveraging data analytics, process improvement, and the Maintenance Planning, Programming, Budgeting and Execution (PPBE) process to navigate complex technical and regulatory environments for surface ships. This job does not have an education qualification requirement.
