Interoperability & HIE Modernization Project Manager Be part of a transformative effort to improve the health and well-being of rural communities across Indiana.Our client is leading Indiana's 5-year Rural Health Transformation Program, including the Make Rural Indiana Healthy Again Regional Grants, a historic $600M investment to strengthen healthcare access, prevention, and system resilience across 64 fully rural and nine partially rural counties. This initiative brings together state leadership, healthcare providers, and community organizations to design and implement solutions that reflect local needs while advancing a shared, statewide vision for better health outcomes.This role leads interoperability and HIE modernization efforts that enable secure, effective data sharing across healthcare and public health partners.About the Role The Interoperability & HIE Modernization Project Manager is responsible for planning, coordinating, and delivering projects that advance health information exchange (HIE) capabilities and interoperability across healthcare, public health and community partners.This role directly supports the Rural Health Transformation Program (RHTP) interoperability initiatives by leading multi‐stakeholder modernization efforts focused on data exchange, standards adoption, system integration, and sustainable information‐sharing infrastructure. The position manages project execution, stakeholder coordination, vendor oversight, and performance tracking to ensure successful delivery of complex, high‐impact health IT initiatives.The Project Manager works closely with the interoperability initiative lead but is expected to manage project responsibilities independently with minimal guidance. Work is reviewed for quality, accuracy and achievement of project goals, and the role requires keeping leadership and team members appropriately informed of progress.This position collaborates with internal teams including IT, legal, finance and data and analytics, as well as external partners such as vendors, healthcare providers, regional organizations and government stakeholders. The role requires independent judgment, strong coordination skills and the ability to manage complex initiatives with evolving technical and policy requirements.What You'll Do Program Planning & Delivery Lead the execution of interoperability and HIE modernization projects from initiation through completion.Lead the planning, execution and delivery of interoperability and HIE modernization projectsDevelop project plans, timelines, budgets, risk registers, and performance metricsEnsure successful delivery within approved scope, schedule and budgetTrack progress, identify risks and issues, and implement mitigation strategiesAlign project execution with RHTP goals and broader organizational strategyStakeholder Coordination & Communication Coordinate across internal teams and external partners to support successful project execution.Coordinate with internal teams including IT, legal, finance and RHTP initiative leadsEngage external partners including vendors, providers, regional coalitions and stakeholdersFacilitate stakeholder engagement, communication and change management effortsPrepare briefings, reports and presentations for leadership, partners and oversight bodiesVendor & Project Oversight Manage vendor relationships and monitor project performance to ensure successful delivery.Manage vendor relationships, including contract oversight, deliverable tracking and performance managementEnsure vendor deliverables align with project goals and timelinesInteroperability & Standards Support Support adoption of standards and frameworks that enable effective data exchange.Support adoption of interoperability standards and data exchange frameworksApply best practices related to HL7, FHIR, APIs and data sharing agreementsContribute to development of sustainable information‐sharing infrastructureRHTP Program Support & Collaboration Support broader program priorities and collaborate across the Office of Data and Analytics.Collaborate with Office of Data and Analytics staff to advance RHTP prioritiesSupport other related Rural Health Transformation activities, as requestedEnsure work aligns with agency goals, program priorities and established policies and proceduresWhat You BringBachelor's degree in public health, health informatics, information systems or related field (Master's preferred) – Required5 years of experience in project or program management within health IT, healthcare operations or data interoperability initiatives – Required5 years of experience in healthcare operations, public health, health IT or related field – RequiredDemonstrated experience managing complex, multi‐stakeholder programs or projects – RequiredStrong project management, organizational and analytical skills – RequiredStrong written and verbal communication skills, including presenting to leadership and external stakeholders – RequiredExperience managing vendors, contracts or external partners – RequiredProficiency with project management and collaboration tools (e.g., Microsoft 365, project management platforms) – RequiredWorking knowledge of healthcare data exchange, interoperability concepts or HIE environments – Highly DesiredWork Environment & TravelRemote position with preference for candidates able to work a hybrid schedule in IndianapolisHybrid expectation: 3 days onsite, 2 days remote, depending on candidateTravel required for in‐person meetings; reimbursed per Indiana state travel policyStandard work schedule of 37.5 hours per weekWhy This Role Matters This role supports the successful delivery of interoperability and HIE modernization efforts that improve how health data is shared across Indiana.
