DutiesDirector of OperationsThe Director of Operations is a senior administrative leader responsible for the planning, direction, and management of the district's operational functions to ensure safe, efficient, and fiscally responsible support of teaching and learning. Reporting to the Superintendent, the Director oversees school finance, transportation, food service, facilities, and district-wide safety. This role requires strong leadership, regulatory knowledge, and collaboration with internal and external stakeholders.DEPARTMENT: District Office AdministrationCLASSIFICATION: CertifiedFLSA CLASS: ExemptREPORTS TO: SuperintendentEVALUATION: Evaluated by the superintendent. Performance of this job will be evaluated in accordance with provisions of the Board of Education's policy on the Evaluation of Professional Personnel, developed pursuant to State law.School Finance (CSBO)Serve as the district's chief financial operations leader in collaboration with the SuperintendentDevelop, manage, and monitor the annual operating and capital budgets; ensure fiscal integrity and transparencyOversee accounting, payroll, purchasing, and internal controls consistent with Illinois School Code and ISBE requirementsPrepare and present financial reports to the Superintendent and Board of Education, including budget status, projections, and long-range financial planningLead levy preparation, audit coordination, grant fiscal compliance, and financial forecastingEnsure compliance with GASB standards, state and federal reporting, and audit requirementsTransportationPlan, supervise, and evaluate student transportation services to ensure safety, efficiency, and regulatory complianceOversee routing, scheduling, fleet management, maintenance, and driver staffingAdminister transportation contracts and/or in-house operations; manage RFP processes as neededEnsure compliance with Illinois Department of Transportation (IDOT) and ISBE transportation regulationsAddress parent and community concerns related to transportation in a timely and professional mannerFood ServiceOversee the district's food service program to ensure compliance with USDA, ISBE, and Illinois Department of Public Health regulationsEnsure fiscal sustainability of the food service program, including budgeting, meal pricing, and participation analysisSupervise food service vendors or in-house operations, including contract management and performance monitoringPromote nutrition education, student participation, and equitable access to meal programsSafety and Risk ManagementLead district-wide safety, security, and emergency preparedness initiativesCoordinate crisis response planning, drills, and training in collaboration with administrators and local first respondersOversee risk management, insurance programs, claims, and loss prevention strategiesEnsure compliance with life-safety, environmental, and workplace safety regulationsFacility ManagementOversee the financial management of Building and GroundsOversee capital improvement projects in consultation with the Director of Buildings and GroundsEnsure all procedures are followed with bidding, RFPs, RFIs, and all vendor contractsDevelop and implement preventive maintenance plans, capital improvement schedules, and long-range facilities plansAdditional ResponsibilitiesServe as a member of the district administrative team and participate in strategic planningSupport collective bargaining processes as related to operations departmentsPrepare reports, recommendations, and presentations for the Board of EducationPerform other duties as assigned by the SuperintendentQualificationsIllinois Professional Educator License (PEL) with Chief School Business Official (CSBO) Endorsement requiredBachelor's degree required; Master's degree in School Business Management, Public/School Administration, Finance, or related field preferredMinimum of 5 years of progressively responsible experience in school district operations, school business management, or a related public-sector leadership roleDemonstrated knowledge of Illinois School Code, ISBE rules, collective bargaining agreements, and applicable federal and state regulations.Proven experience in budget development, facilities management, transportation, and safety planningStrong analytical, organizational, communication, and leadership skillsSalary/BenefitsFull-Time, 12-month administrativeSalary and benefits commensurate with education and experience, in alignment with district administrative guidelines and Board of Education policy.Salary range: $120,000-$140,000Additional NotesManhattan School District 114 is an Equal Opportunity Employer.
