The Petroleum Tank Release Cleanup Fund (Petrofund) is a program designed to encourage environmental stewardship regarding petroleum-based releases by offering up to 90% reimbursement of "reasonable and necessary" costs incurred in responding to a petroleum tank release by a "Responsible Party". The program is run within the Department of Commerce and works in coordination with MN Pollution Control (MPCA), the petroleum industry, and cleanup consultant/contractors throughout the state. Petrofund is overseen by the Petrofund Board and is governed by Minnesota Statute 115C and Minnesota Rules 2890.
This position provides Engineering technical support, expertise and redundancy within Petrofund to:
1) Review and confirm Remediation Proposals
a. In support of applicants, review remediation/LSI/Excavation and other proposals provided by consultants to ensure appropriateness and to confirm that competitve bids are truly comparable.
b. Confirm costs are reasonable and within the scope of the assigned corrective actions.
2) Review and approve Active Remediation work
a. Review and ensure Active Remediation Proposals provided by consultants are appropriate and required to meet corrective action requirements set forth by MN Pollution Control- Petroleum Remediation Program (MPCA-PRP) to provide continued remediation/mitigation to lessen petroleum impacts and return environment to safe levels.
b. Confirm costs are reasonable and within the scope of the assigned corrective actions.
3) Support Abandoned Tank program in evaluating proposals and confirming work plans with consultants.
a. Review applications submitted to Petrofund to ensure eligibility of site using established processes, statute and published guidance.
b. Assign approved projects to contracted consultants.
c. Work with Senior Engineer and consultants to review and approve work proposals by consultants for abandoned tank work.
4) Provide Technical expertise to Analysts staff when reviewing reimbursement applications
a. Have a thorough understanding of petroleum remediation processes to clarify technical information for analysts and clients.
b. Provide technical support to ensure validity and reasonableness of work and associated costs to steward Petrofund dollars and prevent any potential waste, fraud or abuse of the Petrofund.
5) Provide Technical expertise in regard to emerging work requirements within Petrofund sphere of influence
a, Maintain a pulse on new and emerging remediation techniques used in petroleum industry to better serve applicants and analysts with technical advice.
Minimum Qualifications
Two (2) years of work experience in the field of Hazard mitigation, or practical engineering on work sites (Petroleum preferred)
a bachelor's degree in Civil Engineering, another engineering discipline or a related field is equivalent to one (1) year of experience.
Knowledge of and experience with engineering technologies used within Petroleum Remediation Industry.
Ability to understand and use technical engineering drawings, chemical testing report and GIS maps in relation to technical work proposals and applications.
Ability to communicate (verbally and in writing) technical data to a variety of stakeholders.
Experience with applying Statute/Rules/Standards/Guidelines in regard to hazardous materials mitigation processes.
Ability to work in a team environment.
Preferred Qualifications
Formal training with degree or certificates in engineering discipline (i.e. associates, bachelors, masters, industry certifications).
Working knowledge of monitoring well and environmental borehole installation, as well as construction equipment and processes with regard to soil excavation, underground storage tank removal and remediation system equipment.
Experience working with Petrofund and MN Pollution Control Processes, statutes, and guidelines.
Ability to coordinate technical aspects of Petroleum Remediation between applicants, consultants, contractors and enforcing governmental authority (Petrofund/MPCA),
Physical Requirements
Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.
