Thisincludes communicating with, motivating, training, and evaluating employees in addition to planningand directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off,recall, promote, discharge, assign, reward, or discipline subordinate employees or effectivelyrecommend such action. The incumbent will also be required to develop performance expectations,meet with staff regularly to discuss performance, complete performance reviews, maintain vacationand work schedules, ensure proper coverage, and complete timesheets.The incumbent will supervise community-based service programs to include, of the Breast andCervical Program, Tobacco, Healthy Community, and communicable disease prevention programs. Thisposition requires the incumbent to exercise independent judgement in guiding the formulation ofpolicies and procedures which have significant impact on personnel administration and/or budgetpreparation for the program areas as well as for the good of the health department. Ensures thatprogrammatic goals and objectives are met, including timely required reporting.Collaborates with other department supervisors and manages program areas on an ongoing basis.Oversee the budget process for areas of responsibility, ensuring fiscal accountability. Monthlyprojections of expenditures and revenue to inform spending plans; participating in annual budgetdevelopment; collaborating with State Health Office Programs regarding budget needs, deficits, orchallenges with expending funds provided.Ensure that programmatic goals and objectives are met, including timely required reporting.Collaborates with other department supervisors and manages program areas on an ongoing basis.Community Needs Assessment And Strategic PlanningFacilitate the process of mobilization of community resources to address the health priorities of the county to ensure a coordinated, integrated system for health care, including a resource directory.Provide leadership in the development of a comprehensive intervention community health plan to address priority health issues in the county, including community goals and long and short-term problems.Develop strategies to increase community awareness of health issues and existing community resources to address problems.Facilitate and improve the ability of the community to form partnerships and to compete for grants, funding from other resources.Health Promotion And Public Health Education Program Develop policies and procedures relating to the operation of health promotion and public healtheducation programs. Coordinates the health unit, district, state level, and community planning and implementation ofprojects. Completes special assignments such as preparation of annual reports, strategic plans, etc., andpreparation, implementation, and evaluation of annual plans, goals, and objectives. Identifies grant resources and prepares or supervises the preparation of proposals. Ensures implementation and monitors grants upon approval. Works with health promotion and public health education staff to plan, implement and evaluatehealth promotion programs based on agency, health unit, and community needs. Assist management teams to integrate health promotion and public health education programs intolong-range goals and objectives. Assist staff to identify continuing education programs to improve skills. Works with other agency and health unit professional staff to integrate health promotion andpublic health education programs. Represents county public health unit at community meetings and serves on councils, boards, andtask forces, as well as public health education interests on state and national level.Perform other duties as assigned.Required Knowledge.
