Program Manager
BackgroundThe current State of Florida Accounting Information Resource (FLAIR) system is based on software developed in the 1970s and was implemented as the core of the state's financial system in 1981. The State has now embarked on a multi year endeavor to replace FLAIR with a cloud-based modern financial management solution (FMS) called the Florida Planning Accounting and Ledger Management (PALM) Project. The project officially began in 2014 with the Cash Management portion going live in July 2021. The implementation date for the remaining Financial, Payroll, and Data Warehouse waves is scheduled for July 1, 2026.Florida PALM operates on Oracle PeopleSoft 9.2, leverages a Service Oriented Architecture (SOA), is hosted by Oracle Cloud Infrastructure, and is connected via MyFloridaNet-2.To align FDLE's implementation approach to the Florida PALM project, comprehensive project management, functional transition planning, and remediation of impacted people, processes, and technology will be required. Multiple agency business systems have been identified as containing FLAIR data elements. They will need to be assessed and analyzed to determine if they will require modifications, if they are to be retired, or if they will be unimpacted. We currently have numerous business systems that exchange data with FLAIR. Many of these systems will be required to interact with Florida PALM and continue to provide data files on a daily, weekly, and/or monthly basis. Some of these systems are sizeable and will require considerable effort to prepare each of them to accurately communicate with the new Florida PALM system.Additionally, any process or workflow that relates to financial data within the Business Support Program sections must be evaluated and revised in order to perform daily functions in PALM as well as produce required reporting. Training will also need to be developed and implemented prior to go-live.The transformation of these critical functional agency business systems and related activities will involve close collaboration between the FDLE and the Florida PALM Project team. FDLE requires the services of a full-time Program Manager to plan and direct the work detailed above.Description of Services & DeliverablesThe Program Manager will work under the direction of an FDLE supervisor to achieve the goals and objectives of the Florida PALM Integration Project.ResponsibilitiesResponsible for oversight and management of the Florida PALM Integration Program consisting of multiple systems and state agenciesDevelops the program strategy, supporting business case, and various enterprise-wide high-level project plansEnsures integration of systems and projects and adjusts project scope, timing, and budgets as needed, based on the needs of the stakeholdersCommunicate with IT leadership, business leadership, and vendors to communicate program strategy, direction, and changesResponsible for delivering all projects contained in the project portfolio on time, within budget, and meeting the strategic and business requirementsResponsible for tracking key project milestones and recommending adjustmentsProject Initiation, Planning, Execution, Monitoring & Controlling, & ClosingScope definition, validation, and controlSchedule planning, definition, sequencing, estimating, development, and controllingQuality planning, management, and controllingResource planning, estimating, acquisition, development, management, and controllingCommunications planning, management, and monitoringRisk planning, identification, qualitative and quantitative analysis, and response planning, implementation, and monitoringStakeholder identification, planning, management, and engagementIssue Management and trackingManage and mentor project leaders and project management staff, both intra- and inter-agencyResponsible for the management of one or more medium to large-sized, moderately to highly complex projectsCreate agency specific user acceptance testing planCoordinate, track and assist with development of user acceptance test scriptsCreate training plan for agency managed end user trainingEnsure effective communication among project stakeholdersMonitor contractor performanceServe as a single point of contact for reporting project statusServe as single point of contact between FDLE and the PALM project teamProvide detailed and summary reporting of project status, including progress and outlookMake recommendations for executive action when requiredEnsure compliance with contractual agreementsCoordinate activities with FDLE Information Technology Services (ITS), Criminal Justice Information Services (CJIS), BSP, IFS.Provide assistance to FDLE staff in the preparation of documentation to support budget requests, and supporting documentation required by the Governor's Office and LegislaturePlan and facilitate meetings as required by FDLE and the Palm Project teamPrepare and present information related to data sharing as requiredDeliverablesProgram Management documentation including system inventories, strategic documentation, white papers, contracts, MOUs, and all other deliverables required to oversee and manage the Florida PALM Integration ProgramProject Management Plan, describing how the project will be planned, executed, monitored, controlled and closedProject Schedule, including activity definition, activity sequencing, activity duration estimating, milestones, and resource allocations updated biweeklyRisk Management Plan including a risk register identifying all risks with a qualitative and quantitative risk analysis and risk response plans updated biweeklyIssue Register updated biweeklyDeployment and Implementation PlanTest Plans including Defect Management PlanCommunications and Communications Management PlanAction Items RegisterStatus reports based on reporting scheduleMonthly Budget and Expenditures report as requiredResearch papers on existing systems and related technologyInformation on data fields and data mapping activitiesSummarization and/or white papers of research activitiesPresentations as required
