Systems Analyst 3The Texas Health and Human Services Commission (HHSC) requires the services of one (1) Systems Analyst 3, who meets the general qualifications of Systems Analyst 3 and the specifications outlined in this document. The selected candidate will support enterprise-level application and DevSecOps initiatives, with a strong emphasis on GitHub Enterprise administration, governance, automation, and security compliance. All work products developed under this engagement shall be considered "works made for hire" and remain the sole property of HHSC. HHSC reserves the right to require criminal background checks in accordance with Texas law. No fees will be paid for interviews or candidate selection activities.Key Responsibilities:Analyze business objectives, processes, and technical requirements to recommend effective IT solutionsConduct feasibility studies and cost/benefit analyses for system enhancementsCollaborate with stakeholders to gather and document functional and technical requirementsDevelop detailed system specifications, workflows, and process documentationEvaluate system capabilities and recommend improvements or automation opportunitiesAdminister and govern GitHub Enterprise (Cloud or Server) environmentsImplement and manage: Role-Based Access Control (RBAC), SAML/SSO authentication, branch protection policiesDesign and maintain CI/CD pipelines using GitHub ActionsDevelop YAML-based workflow automation for software deliveryIntegrate CI/CD pipelines with cloud platforms (AWS preferred)Ensure audit logging, compliance reporting, and access governanceImplement and enforce DevSecOps best practicesManage GitHub Advanced Security tools: CodeQL, Secret ScanningDevelop automation scripts using Python, Bash, or PowerShellEstablish enterprise-wide standards for secure and scalable software deliveryCandidate Skills and Qualifications:Minimum Required Experience:8 years Git-based version control administration8 years GitHub Enterprise (Cloud/Server) administration8 years RBAC, SAML/SSO, branch protection strategies8 years GitHub Actions & YAML workflow automation8 years CI/CD integration with cloud platforms (AWS preferred)8 years Audit logging, compliance reporting, and access reviews8 years Scripting (Python, Bash, PowerShell)8 years DevSecOps implementation in CI/CD8 years GitHub Advanced Security (CodeQL, Secret Scanning)Preferred Qualifications:4 years Infrastructure as Code (Terraform, Bicep)4 years Policy-as-Code implementation4 years Documentation of Governance Standards4 years Technical training/enablement sessions
