Project Control Specialist

Francison Consulting, Inc. is seeking an experienced Project Controls Specialist III (Cost Analyst) to join our established Project Controls division supporting the Los Angeles Community College District (LACCD) — one of the largest community college construction programs in the nation. This role sits within the Program Management Office (PMO) and plays a critical part in driving financial integrity across a multi-campus capital program.What you'll doMaintain and manage project budgets and financial forecasts ensuring compliance with cost management policiesLead monthly Estimate at Completion (EAC) reviews and conduct in-depth variance analysis with the PMOAllocate and manage Estimates to Complete (ETCs) including change orders, task order requests, and PBAsParticipate in change management and risk assessment meetings to develop proactive cost mitigation strategiesPerform monthly budget and cost reconciliations to ensure accurate month-end reportingGenerate detailed financial and budget reports using Proliance, Deltek Costpoint, and other systemsCollaborate with scheduling teams to assess cash flow and schedule performance impacts on project costsOversee contractor and consultant payment application reviews for financial accuracy and complianceServe as the primary financial contact for CPLT and PMO financial information requestsSupport preparation of contract amendment exhibits, purchase requisitions, change orders, and PBAsMinimum qualifications5–10 years in project/program controls on a construction programBS/BA in Engineering, Construction Management, Business, or related fieldFull project lifecycle experienceKnowledge of EVM, cost/schedule management, change management, forecasting, and risk assessmentExceptional communication and analytical skillsPreferred qualificationsAdvanced Excel skillsExperience with Proliance, Data-Warehouse, or similar large capital program systemsEducational facility or public sector experienceWhy join Francison Consulting, Inc.?Work on one of California's most high-profile public capital programs shaping education across Los AngelesJoin a respected, growing firm with deep expertise in project controls and program managementCollaborative, team-oriented culture that values your input and supports your professional growthCompetitive compensation and comprehensive benefits packageExposure to complex, multi-funded capital projects that sharpen and expand your skillsetStable, long-term client engagement with room to advance within the firmLeadership that is invested in your career development from day one
