Position: Environmental Services ManagerLocation: Capitol Heights, MDShift: 1st ShiftEmployment: Direct HirePay Rate: Competitive, based on experienceJob Description:We are seeking a highly skilled Environmental Services Manager to lead environmental compliance and consulting initiatives focused on stormwater management, air quality regulations, and environmental permitting. This role supports a diverse portfolio of State, Local, Education (SLED), and Federal clients, ensuring regulatory compliance and sustainable operations.The ideal candidate brings deep expertise in EPA regulations, Clean Water Act (CWA), Clean Air Act (CAA), NPDES permitting, and environmental program management, along with strong leadership and client-facing experience. This is a high-visibility role offering the opportunity to influence environmental strategy, lead technical teams, and deliver impactful solutions across public and private sector projects.Key Responsibilities:Environmental Compliance & Program ManagementLead and manage environmental compliance programs related to stormwater and air qualityEnsure adherence to EPA, federal, and state environmental regulations (CWA, CAA)Develop and oversee SWPPP (Stormwater Pollution Prevention Plans) and SPCC plansManage NPDES permitting, monitoring, sampling, and reporting activitiesOversee compliance with Title V and minor source air permitsStormwater ManagementDirect stormwater compliance programs for industrial and government facilitiesConduct site inspections, outfall monitoring, and stormwater samplingImplement Best Management Practices (BMPs) and corrective action plansSupport design and planning of stormwater infrastructure systemsPrepare and submit Discharge Monitoring Reports (DMRs)Air Quality ComplianceManage air permitting, emissions inventories, and regulatory reportingCoordinate stack testing, emissions monitoring, and compliance auditsDevelop and implement air quality compliance strategiesPrepare and submit documentation to regulatory agenciesGovernment & Regulatory SupportSupport environmental contracts across SLED and Federal sectorsEnsure compliance with government contract requirements and deliverablesCollaborate with regulatory agencies, contracting officers, and stakeholdersAssist with proposal development and technical documentationLeadership & Project ManagementLead and mentor environmental scientists, engineers, and technical staffManage project scope, budgets, schedules, and deliverablesProvide technical expertise and regulatory guidanceCollaborate cross-functionally with engineering, operations, and compliance teamsClient Engagement & AdvisoryServe as a trusted advisor on environmental compliance and sustainabilityConduct environmental audits, risk assessments, and compliance reviewsPresent findings and strategies to clients, regulators, and leadership teamsDevelop long-term environmental compliance and risk mitigation strategiesRequired Skills/Education:Bachelor's degree in Environmental Science, Environmental Engineering, Chemistry, or related field7+ years of experience in environmental compliance, stormwater management, and air quality programsStrong knowledge of:Clean Water Act (CWA)Clean Air Act (CAA)NPDES permitting and complianceSWPPP development and stormwater regulationsAir emissions reporting and permittingProven experience managing environmental projects and technical teamsExperience working with EPA and state regulatory agenciesExcellent communication, leadership, and client-facing skillsPreferred Qualifications:Professional certifications such as CEP, CHMM, or PEExperience supporting SLED or Federal environmental contractsBackground in industrial environmental compliance (manufacturing, infrastructure, waste management, etc.)Familiarity with environmental compliance software and monitoring systemsAbout Seneca ResourcesAt Seneca Resources, we are more than just a staffing and consulting firm—we are a trusted career partner.
