JOB REQUIREMENTS: This position is responsible for administrativeoversight, visioning, leadership, planning, coordinating and operationalcontrol of the County\'s Health Center facilities, including residentcare, in accordance with State and Federal laws, rules, and regulations.Provides leadership in attracting, retaining and developing an engagedworkforce in the delivery of superior services to County residents andbusinesses. Directs the work of and manages the management team for theDepartment. Interviews and selects new employees. Provides training andinstructions and ongoing training needs. Assigns tasks, reviews work andprepares performance evaluations. Provides staff coaching/counseling.Recommends employee transfers, promotions, disciplinary action, anddischarge. Directs the clinical programs and administrative serviceswithin the Health Center facilities; coordinates the survey process foreach facility; manages life safety regulations, policies and procedures;assures resident\'s rights, quality of care and quality of life aremaximized. Provides leadership and management to all assigned staff.Sets performance standards for all staff under direct supervision andhold staff accountable to established standards. Authorizes trainingprograms. Develops and recommends the annual budget for the Departmentto the County Administrator; forecasts necessary funding for staff,equipment, capital improvement projects, and other material needs.Monitors budget, contracts, services, and other factors to ensurecompliance; identifies problem areas and recommends refinements.Approves contracts for a variety of services including physician,psychiatric, psychology and dental, therapies, dietary, labs etc. withfinancial services division director following established policy andestablished purchasing policy. Assesses and evaluates contractedprovider services on a regular basis for performance and cost controlpurposes. Directs request for Proposal/Bid (RFP) process for contractedservices as required. Develops, promotes, implements and refines new andexisting programs. Develops and implements policies and procedures forthe Department. Ensures programs operate in compliance with County,State and Federal laws and regulations. Monitors regulations providingguidance to staff on changes and develop policies and procedures andeducation. Coordinates investigation of concerns/complaints andcompletes reports as needed as well as reporting to other State or localagencies as required. Develops work plans and strategies to meetbusiness needs-both short term and long term; develops and directs theimplementation of goals, objectives, policies, procedures and workstandards to ensure success. Ensures proper implementation and Countyconforms to related legislative requirements. Reports and presents asneeded to the County Administrator, governing committee, and CountyBoard on operations and services. Collaborates with other health care,social service and affiliated professional organizations and agencies.Builds community partnerships and support within the community andCounty in care and services that promote the safety, health and welfareof people in need of services and support. Responds to program customersand the general public regarding complaints, questions, requests forinformation, problem resolution and customer service. Other duties asassigned. \*\*\*\*\* OTHER EXPERIENCE AND QUALIFICATIONS: Bachelor\'sDegree in Health Care Administration, Business Administration, orrelated field and seven (7) years of progressively responsibleprofessional experience in long-term care management or health caremanagement administration. Equivalent combination of education andExperience Which Provides Necessary Knowledge, Skills, And Abilities Maybe considered. Five years\' previous supervisory experience.
