Engineering Lead, Capital Improvements Program
Overview
In this role you lead engineering delivery for a $2B capital improvements portfolio addressing wastewater, stormwater, and sanitary sewer facilities. You will shape project scoping, select A/E partners, and guide design, cost, and schedule to meet owner requirements. You’ll provide engineering support through construction, commissioning, and startup, working with cross-functional teams to ensure quality and timely delivery. ResponsibilitiesLead a team of project managers and subject matter expertsDevelop detailed plans with scope, schedule, budget, and resourcesCoordinate with internal and external stakeholders for 10-year CIP deliveryServe as primary liaison to Owner’s operations and maintenance staffLead coordination meetings to drive delivery and technical qualityMonitor and report on cost, scope, and scheduleDevelop technical requirements for RFQ/RFP and support procurementSupport contract negotiations and resolve engineering issues across phasesImplement the Program Quality Management Plan and review deliverablesCoordinate interdisciplinary reviews of third-party design submissionsDevelop technical standards and specificationsUpdate Owner Asset Management and Facilities Master PlansPerform other duties as assigned
Key requirementsRegistration as a Professional Engineer (P.E.) in DC or ability to obtain within 6 monthsBachelor of Science degree in engineering from an ABET-accredited programTwenty years of experience on multi-discipline wastewater projectsExperience at large, complex water/wastewater facilities in operationStrong proficiency with MS Office (Excel, Word, PowerPoint, Outlook)excellent communication and interpersonal skillsdetail-oriented with strong analytical and problem-solving abilitiesability to interface with senior management, operations staff, and regulatory agenciesproject management for traditional and collaborative deliveryengineering design principles for wastewater facilitiesdevelopment of technical specifications and standards
