We're currently seeking dedicated professionals who are ready to grow with us and help drive our mission forward.JOB SUMMARYThe Inspection Manager is responsible for the full operational oversight of Housing Choice Voucher (HCV) inspection services under a large, federally funded program. This role ensures compliance with HUD inspection standards, including Housing Quality Standards (HQS) and National Standards for the Physical Inspection of Real Estate (NSPIRE), while managing a contractor-led inspection team and supporting program performance.The Inspection Manager serves as the primary liaison between inspection operations and broader program functions, ensuring alignment with eligibility, leasing, recertification, and compliance activities. This position is accountable for inspection quality, timeliness, regulatory compliance, and customer service outcomes.The role operates within the framework of a large-scale voucher program (approximately 20,000+ vouchers) requiring annual inspections, real-time data management, and performance reporting.DUTIES AND RESPONSIBILITIES Oversee all inspection activities, including annual, initial, special, and quality control inspectionsEnsure each assisted unit is inspected at least annually in compliance with HUD requirementsImplement and maintain inspection protocols aligned with HQS and NSPIRE standardsMonitor inspection scheduling, completion rates, and reinspection timelinesEnsure enforcement of deficiency correction requirements and deadlinesManage and oversee third-party inspection contractors and clerical support staffEstablish performance expectations, service level standards, and productivity benchmarksConduct regular performance reviews and enforce contractual requirementsEnsure contractor compliance with quality control standards and reporting expectationsCoordinate staffing levels to meet program demand and inspection volumeDevelop and implement a comprehensive Quality Control (QC) programConduct or oversee supervisory and independent QC inspectionsIdentify trends, systemic issues, and compliance risksEnsure adherence to HUD regulationsMaintain documentation and audit readiness at all timesSupport SEMAP performance indicators related to inspections (Indicators 5, 6, 11, 12)Serve as the primary liaison between inspections and program operations, including:Coordinate with program staff to ensure inspection outcomes align with leasing and HAP processesSupport resolution of complex cases involving participants, landlords, and compliance issuesParticipate in cross-functional meetings to ensure operational alignmentEnsure all inspection activity is recorded in the system of record (Emphasys Elite) in real timeOversee use of inspection technology platforms, including scheduling and tracking toolsSupport integration of supplemental tools (e.g., AI-assisted workflows, inspection tracking systems)Ensure data accuracy, completeness, and reporting integrityTrack and report inspection metrics, including:Prepare regular reports for executive leadership and the clientSupport monthly and ad hoc reporting requirementsUse data to drive operational improvements and resource allocationEnsure high-quality service delivery to participants and landlordsSupport timely communication regarding inspection scheduling, results, and required actionsAddress escalated complaints and service issuesCoordinate with call center and customer service functions as neededSupport transition planning and startup activitiesEnsure continuity of inspection services during transition periodsParticipate in required meetings with the County and stakeholdersSUPERVISORY RESPONSIBILITIES Contracted Inspection Team (Inspectors)Contracted Scheduling/Clerical StaffQuality Control Inspectors (if applicable)QUALIFICATIONS Bachelor's degree in Public Administration, Housing, Construction Management, or related field (or equivalent experience)Minimum 5–7 years of experience in housing inspections, HCV program administration, or related fieldMinimum 3 years of supervisory or management experienceDemonstrated experience with HQS and/or NSPIRE inspection standardsExperience managing contractors or third-party vendorsStrong knowledge of HUD regulations and HCV program requirementsExperience with housing software systems (Emphasys Elite preferred)PREFERRED QUALIFICATIONS Certification in HQS and/or NSPIRE inspectionsExperience in large-scale HCV programs (10,000+ vouchers)Experience supporting SEMAP compliance and performance improvementFamiliarity with AI-enabled or technology-supported inspection workflowsExperience in program transitions or large operational startupsProficiency in written and spoken English is required to effectively communicate with customers, team members, and management.Professional working proficiency in Spanish/Creole a plus.PHYSICAL DEMANDS AND WORK ENVIRONMENT Combination of office and field-based oversightRegular interaction with contractors, landlords, participants, and program staffMay require local travel to inspection sites and officesOccasionally required to stand.Occasionally required to walk.Frequently required to sit.Continually required to utilize hand and finger dexterity.Continually required to talk or hear.Continually utilize visual acuity to operate equipment, read technical information, and/or use a keyboard.Occasionally/required to lift/push/carry items up to 35lbs.Quadel is an Equal Opportunity Employer.
