Program Manager - Strategic Planning & Facility Operations Portfolio
CEIS is seeking an experienced Program Manager to support a strategic planning initiative within a Weapons Facility Operations (WF) organization. This position serves as a key leader responsible for managing a diverse portfolio of facility operations, maintenance, infrastructure, and capital improvement activities supporting mission-critical nuclear and national security programs.The successful candidate will provide leadership across facility operations, capital projects, maintenance planning, and portfolio management functions while coordinating with facility leadership, project teams, subcontractors, maintenance organizations, and senior stakeholders. This role requires strong program management capabilities, strategic planning expertise, budget and schedule management experience, and the ability to integrate multiple workstreams into a cohesive portfolio strategy supporting long-term operational objectives.ResponsibilitiesProvide leadership and overall management of assigned facility operations, maintenance, infrastructure, and capital project portfolios Support strategic planning initiatives aligned with organizational mission objectives and long-range operational goals Develop and maintain portfolio-level planning, forecasting, prioritization, and execution strategies Coordinate and integrate facility operations, maintenance activities, capital projects, subcontractor work, and organizational initiatives Establish program scope, schedules, budgets, milestones, and performance metrics Develop and maintain cost, schedule, and scope baselines while managing portfolio performance Monitor program execution and provide regular status reporting to senior leadership and stakeholders Analyze budget performance, forecast resource requirements, and support financial planning activities Manage risks, issues, change control activities, and corrective actions across assigned portfolios Support coordination between facility operations organizations, maintenance groups, engineering teams, project management offices, and subcontractors Facilitate communication and collaboration among multiple stakeholders to ensure alignment with organizational priorities Prepare and deliver executive-level briefings, status reports, dashboards, and performance updates Identify opportunities for process improvements, operational efficiencies, and strategic portfolio optimization Develop and maintain strong customer and stakeholder relationships across internal and external organizations Support work execution planning and integration activities across maintenance, infrastructure, and facility operations programs RequirementsBachelor’s Degree and a minimum of eight (8) years of related program, project, operations, maintenance, or portfolio management experience; or equivalent combination of education and experience Demonstrated experience managing complex programs, portfolios, facility operations, maintenance activities, or capital projects Strong knowledge of program management principles including scope, schedule, budget, risk, change management, and performance management Experience supporting strategic planning, portfolio management, and organizational integration efforts Proven ability to manage multiple priorities and complex stakeholder relationships in a highly matrixed environment Strong experience developing and presenting executive-level reports, status updates, and strategic recommendations Experience managing budgets, forecasting resource requirements, and monitoring portfolio performance Excellent written, verbal, and presentation communication skills Strong organizational, leadership, and problem-solving abilities Ability to build consensus, resolve conflicts, and influence decision-making across diverse stakeholder groups Proficiency with Microsoft Office Suite required Preferred QualificationsExperience supporting DOE, NNSA, national laboratory, nuclear, defense, or highly regulated operational environments Background in facility operations, maintenance management, infrastructure planning, building management, or capital project execution Experience supporting Weapons Facility Operations (WF) or similar operational organizations Familiarity with maintenance management and work execution systems such as Asset Suite, Footprints, or similar platforms Experience with Primavera P6 or other scheduling software Project Management Professional (PMP) certification preferred Knowledge of maintenance operations, facility lifecycle planning, and infrastructure investment strategies Experience presenting to senior leadership, directors, and executive stakeholders CEIS is a small business headquartered in Albuquerque, New Mexico, with key offices in San Francisco, CA and Pittsburgh, PA, and we are growing.
