Position Type:DISTRICT SUPPORT/BUYERDate Posted:4/23/2026Location:Finance: ProcurementPOSITION SUMMARY The Buyer assumes responsibility for the procurement of goods and services for commodity areas in compliance with applicable laws, policies, rules, and regulations as set forth by the Atlanta Public Schools, the Georgia Department of Education, and other federal, state, and local agencies.MIMIMUM QUALIFICATIONSEDUCATION:High school diploma requiredAssociate's degree in Business Administration, Accounting, Finance, or a related field preferredCERTIFICATION/LICENSE:Certified Professional Public Buyer (CPPB) or equivalent certification preferredWORK EXPERIENCE:2 years of experience in a procurement-related position, or other government agencyExperience in K 12 education or public sector preferredKNOWLEDGE, SKILLS & ABILITIESDemonstrated capability to perform work across a diverse range of purchasing activities, showcasing flexibility and adaptability in various situations with minimal supervisionProven demonstration of meeting established deadlines consistently, reflecting strong time management skills and a commitment to deadlinesIn-depth understanding of regulatory frameworks governing the procurement of goods and services, ensuring compliance and ethical purchasing practicesEffective negotiation, customer service, and enabling active collaboration and relationship-building with stakeholdersHighly computer literate, equipped with advanced organizational capabilities to manage multifaceted tasks and streamline processes efficientlyExcellent communication skills, both written and verbal, facilitating clear and persuasive interactions with team members and external partnersVaried knowledge of the legal requirements involved in contract management, ensuring all agreements are sound and enforceableESSENTIAL DUTIESOversees the full life cycle of the competitive bidding process, including developing bid specifications, preparing Invitations to Bids (ITBs), Requests for Proposals (RFPs), etc., conducting pre-bid conferences, facilitating evaluation meetings, leading best and final offers (BAFO), and awarding contractsPartners with schools and departments to assess needs, research market availability, and ensure bid requirements align with organizational objectivesProcess requisitions for materials, supplies, equipment, and services while ensuring compliance with board purchasing policies and procedures, state and federal guidelinesProvides various training and customer service to internal stakeholders and external vendorsConducts procurement training courses for school bookkeepers and other staff to ensure consistent application of purchasing procedures.
