Human Services is seeking a highly dedicated individual to lead a unit in the Family & Children Services Division. The current unit assignment provides Child Protection Investigations and Assessments, Child Protection Case Management Services to families, proactively providing early intervention services to high risk youth, serving children who have experienced trauma, and Adoption and Guardianship services. Position ObjectiveTo provide leadership and supervision of employees while managing Human Services budgets, programs and services. This position is responsible for ensuring that business is performed in accordance with policies, procedures, and laws, and providing reports and statistical information regarding human services programs and is responsible for ongoing assessment and development of local and State resources and service capability and coordination of awareness and knowledge of these resources to the areas supervised. Essential Duties and ResponsibilitiesThese examples do not include all possible responsibilities in this position and do not limit the assignment of related duties to this classification. 1. Supervises, coordinates, and prioritizes unit activities, workflow, and referrals between units in an equitable manner.2. Participates in the development of client service plans, grant applications, ad hoc reports, and contractual reports to improve program performance.3. Develops new initiatives and collaborates in development and response to program improvement plans for state funded programming; and develops processes to improve workflows.4. Assists staff in the assessment of client needs and referrals to resources.5. Manages client-related services and ensures quality by participating in client file reviews, case audits, and monitoring staff work to ensure accuracy and completion.6. Recommends, interprets and carries out program policies and procedures.7. Assists with the development and implementation of quality assurance programs, coordinates program and services with community resources, and provides education about services.8. Participates in employee selection, orientation, training, and performance management in conformance with County and State personnel policies and procedures; develops job aides and written expectations to ensure compliance with service standards.9. Manages court cases to keep families and children safe and reunify children with parents: Consults with Attorneys; reviews and approves court reports and LENS referrals; participates in CJI committee; and attends court as required.10. Monitors the preparation of statistical and narrative program reports to ensure work is data driven and provides successful performance measures.11. Provides leadership, facilitation and support for staff in individual and group consultations of often complex client, systems and ethical issues.12. Assists with coordinating the implementation and utilization of software applications and programs.13. Assists with developing and monitoring budgets and expenditures, analysis of past and current expenditures, revenue sources and developing a forecast of future expenses vs revenue.14. Prepares and manages grants by conducting research, writing proposals and responding to questions from the funding organizations.15. Provides representation on Screening Teams and develops screening tools.16. Provides internal and external trainings regarding program areas, services, policies and procedures including participation on interdisciplinary teams and regional meetings.17. Collaborates with faculty of college programs to plan and implement education for intern and student experiences.18. Responds to concerns from clients and the public as well as questions and inquiries from commissioners, community partners and other professionals.19. Supervises staff working flexible work hours and in remote environments to manage risk and safety20. Attends work in a regular and timely manner. 21. Performs other duties as assigned or apparent. EXAMPLE OF DUTIES Minimum QualificationsIn order to be considered for this position, applicants must possess the following: Bachelor's degree in Social Work, Sociology, Psychology or related field and five years of related experience OR a Master's degree in Social Work, Sociology, Psychology or closely related field and one year related experienceReliable means of transportation to travel to multiple locations around Stearns County, some of which may not be accessible by public transportationPreferred Experience Beyond Minimum Qualifications: Experience providing direct supervision of professional staffExperience working in a county, state, or federal Human Services/Social Services department or a Community/Human Services agencyExperience working in social work, case management, and child protectionDesirable Knowledge, Skills and Abilities1. Knowledge of department programs, operations, policies, and procedures.2. Knowledge of best practices in public sector personnel management and client services.3. Knowledge of the objectives and functions of state human service programs.4. Knowledge of community structure and resources including political, economic, health and social systems capable of lending support to human service programs.5. Skilled in working with individuals from diverse racial, ethnic, and socioeconomic backgrounds.6. Ability to develop strategies for continuous quality improvement.7. Ability to effectively provide coaching and leadership to staff.8. Ability to independently make decisions supported by logical decision-making.9. Ability to be available for rotating on-call responsibilities outside of business hours. SUPPLEMENTAL INFORMATION Hours of WorkNormal work hours are 8:00 a.m. to 4:30 p.m., Monday through Friday. Potential for a hybrid work environment. May include hours outside of normal work hours on occasion.
