The goal of this recruitment is to fill this position as a Human Resource Specialist 1. However, we encourage candidates who meet the minimum qualifications for a Human Resource Analyst to apply, as we may consider underfilling the position until the selected candidate meets the minimum qualifications for a Human Resource Specialist 1. Underfill training will not exceed two years.

This position is Hybrid Remote Work. The duties of this position are performed remotely as well as at our central office in Salem. The ability to report to Salem is required when business or operational needs are dependent on onsite activities. May be required to report to the Salem Office during training period.
What you will be doing:
As a Human Resource Analyst 1 Generalist, you will be primarily responsible for:
Full Cycle Recruiting: Provide technical and professional support to managers, develop recruitment and selection plans, job postings, and screen candidates. Support our hiring managers through the interview, job offer, and hiring processes in compliance with state personnel rules, policies and collective bargaining contracts. Represent the department at career fairs and other outreach events to support recruitment and affirmative action goals.
Compensation/Equal Pay Analysis/Position Management: Prepare equal pay analyses, review position descriptions, manage unbudgeted positions for the purpose of recruitment and job rotations.
FMLA / OFLA: Provide technical advice and support to managers and employees seeking their options under protected leaves; process approvals/denials and notify employees of their requirements and timelines.
Collaborate with peers and management to develop best practices and resources to ensure consistent and timely flow of work.
Minimum Qualifications - Human Resource Analyst 1
A Bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations or a job-related course of study determined by the appointing authority.
OR
Valid Certification as a Professional in Human Resource awarded by the Human Resource Certification Institute, and one-year Human Resource experience.
OR
Three years Human Resource paraprofessional or technical-level experience.
The State Certified Human Resources Professional (SCHRP) certification, awarded by the Oregon Chief Human Resources Office, substitutes for six months of human resource professional-level experience.
Valid Certification as a SHRM Certified Professional awarded by a nationally recognized organization, substitutes for one year of human resource professional-level experience.
Minimum Qualifications - Human Resource Assistant (underfill option)
Two years of human resources clerical-support experience directly assisting human resources professionals in the administrative functions of a human resources program.
OR
Three years progressively responsible administrative, clerical or record-keeping support experience.
College-level course work may substitute for the general experience requirement based on 45-quarter units per year.
The State Certified Human Resources Professional (SCHRP) certification, awarded by the Oregon Chief Human Resources Office, substitutes for six months of human resource professional-level experience.
Note: Driver’s License Check - This position requires the operation of a state vehicle for the purpose of conducting official State business. If your license is from outside Oregon, you must submit at least a three-year court/DMV printout. If you have an Oregon driver’s license, a record check will be conducted on the top candidate to ensure a valid license and acceptable driving record.
Desired Skills:
Experience utilizing software programs: Microsoft Office, Smartsheet, and Workday (HRIS).
Recruitment and leave management experience.
Ability to communicate effectively with others, based on the needs of the audience.
Experience interpreting, analyzing and applying rules, policies, procedures, and collective bargaining agreements to problem solve and ensure compliance.
Experience developing constructive and cooperative working relationships with others.
