Product Owner or Portfolio Manager

Key Responsibilities:Manage a portfolio of IT products and applications aligned with business needsAct as Product Owner across the full product lifecycleCollaborate with SMEs, stakeholders, vendors, and agencies for solution deliveryDefine product scope, maintain backlogs, and manage roadmapsOversee product releases, performance, and risk managementEnsure compliance with governance, state, and federal requirementsManage vendor relationships and SLAsHandle product financials including budgeting and reportingLead cross-functional (fusion) teams and support agile deliveryFacilitate sprint planning, reviews, and stakeholder presentationsDrive continuous improvement using metrics and user feedbackRequired Skills & Experience Summary5+ years of experience in project management, including planning and managing scope, budget, timelines, resources, and coordinating project activities 2+ years of experience in product ownership and portfolio management 5+ years of experience in requirements elicitation, documentation, and cross-team communication 5+ years of strong understanding of the Software Development Lifecycle (SDLC) and related methodologies 5+ years of experience in vendor partnership and relationship management 5+ years of experience in producing high-quality documentation (project plans, status reports, user stories, process maps, presentations) 5+ years of strong communication skills, effectively engaging technical teams, business stakeholders, and leadership 3+ years of experience guiding Agile development practices, including sprint planning, backlog prioritization, and user story development 3+ years of experience in IT vendor management
