The CFO provides strategic direction and oversight for financial operations, including budgeting, accounting, financial reporting, procurement, reimbursement, and internal controls, ensuring compliance with applicable state and federal requirements. Working collaboratively with the Superintendent and executive leadership team, the CFO supports informed decision-making, aligns financial planning with clinical and operational priorities, and promotes transparency, accountability, and long-term financial sustainability. This position supports hospital operations by ensuring sound financial systems, policies, and practices. Job Responsibilities may include but are not limited to the following: Budgetary Duties: Provide executive leadership for administration and oversight of the hospital’s operating and capital budgets. Direct the annual budget planning process in collaboration with the Superintendent and executive leadership, ensuring alignment with clinical, operational, and strategic priorities. Monitor budget performance, analyze variances, and recommend corrective actions to support fiscal accountability and sustainability. Oversee financial forecasting and long-range financial planning to support informed decision-making. Ensure budgetary practices comply with applicable state requirements, funding limitations, and internal financial controls. Present budget proposals, financial projections, and variance analyses to hospital leadership and governing authorities as required. Financial Operations: Provide executive oversight for accounting, financial reporting, reimbursement, procurement, and related financial functions. Ensure the accuracy, integrity, and timeliness of financial statements, reports, and required submissions in compliance with state and federal requirements. Establish and maintain effective internal controls, fiscal policies, and procedures to safeguard assets and promote accountability. Oversee reimbursement activities, including coordination of cost reporting, audits, and interactions with external agencies or contractors as applicable. Collaborate with the Director of Accounting and other finance staff to ensure sound financial operations and effective use of financial systems. Support implementation, maintenance, and effective use of financial and procurement systems. Coordinate with internal and external auditors and oversee responses to audit findings or financial reviews. Organizational Leadership: Serve as a member of the hospital’s executive leadership team, contributing to strategic planning and organizational decision-making. Work collaboratively with the Superintendent, clinical leadership, and department directors to align financial planning with operational and patient-care priorities. Provide financial insight and guidance to leaders across the organization to support informed, data-driven decisions. Promote a culture of accountability, transparency, and fiscal stewardship. Support cross-department collaboration and communication related to financial policies, processes, and resource utilization. Represent the hospital in meetings with state agencies, external partners, and other stakeholders as appropriate. Completes special projects and performs other duties as assigned including but not limited to ensuring the agency is adequately staffed during and immediately following natural and/or manmade disasters, infectious disease outbreaks, and/or acts of terrorism. Assists other employees in the work unit in accomplishing assignments as necessary. Qualifications Special Qualifications/Education Minimum Requirement: Four years of experience in financial management, accounting, budgeting, or fiscal administration. Demonstrated knowledge of governmental accounting principles, internal controls, and financial reporting requirements. Experience overseeing complex budgets and financial operations in a regulated environment. Ability to provide strategic financial guidance and analysis to executive leadership. Strong leadership, communication, and collaborative skills. Unrestricted Driver’s License Preferred: Experience in a hospital, mental health, or other healthcare delivery setting. Experience with state or public-sector financial systems, reimbursement processes, or grant funding. Six years of experience in business administration, finance, accounting, or a related field. Professional certification such as Certified Public Accountant (CPA) or Certified Government Financial Manager (CGFM).
