Housing Leadership SpecialistZeroV is seeking a full-time Training, Development and Grants Specialist to join our HousingLeadership team. The Housing Training, Development & Grants Specialist serves as a key leaderwithin ZeroV's Housing team, responsible for strengthening housing programs within memberprograms through staff training and technical assistance, affordable housing and tax creditdevelopment support, and strategic grant writing. This role ensures member program housing staffare fully trained, housing initiatives across Kentucky are sustainable and compliant, and funding issecured to support ZeroV's survivor-centered housing services.Expected Responsibilities:Housing Training & Technical Assistance• Ensure all training reflects trauma-informed, survivor-centered best practices.• Assist CHO in organizing, conducting, and training housing advocates across KY on VAWA housingprotections, best practices in housing case management, grant compliance, accessing coordinatedentry, and housing resource development.• Utilize both in person and virtual opportunities for training.• Create and maintain a section on ZeroV's web page for ZeroV member program advocates withup-to-date resources and recorded trainings pertinent to housing and housing-related topics.• Answer phone and email requests from survivors, member programs, and community partnersabout housing.• Explore new housing partnerships to increase best practices with community stakeholders withexpertise in areas like mental health and substance use.• Connect with community partners (and member programs as needed) to provide education andtraining on housing resources and how to connect victims to resources, particularly those victimsnot working directly with our member program network.Affordable Housing & Tax Credit Development• Assist CHO and member programs to identify opportunities for developing affordable housing forsurvivors and support affordable housing development, including LIHTC initiatives.• Assist CHO and member programs and development partners with tax credit applicationnarratives and operational planning.• Provide guidance to member programs on LIHTC compliance and coordination with rentalassistance programs.• Collaborate with developers, property managers, member program staff, and CHO on day to dayoperation of affordable units and ensure units are maintained, managed, and occupied.• Participate in ZeroV housing program expansion and sustainability planning.Grant Writing & Housing Funding Support• Lead and support housing-related grant writing efforts.• Draft grant narratives, budgets, and budget justifications; research and identify communitypartners for applications; submit applications.• Ensure cost reasonableness and compliance with funding requirements for awarded grants.• Assist with grant reporting, renewals, and/or continuations.• Obtain and follow procurement documentation tied to housing grants; ensure items procured aremaintained and records kept for compliance purposes; hold vendors accountable for warrantiesand other services.Qualifications:• Minimum of 10 years of housing management experience providing housing/rental counseling orleasing experience in private, public housing, or non-profit environment. This experience mustreflect directly working in housing, particularly HUD funded projects such as Transitional Housing,Rapid Rehousing, and/or Permanent Supportive Housing models funded through a Continuum ofCare/Coordinated Entry system, HOME TBRA, and/or other housing.• Knowledge of HUD and CoC regulations for grant operation and grant reporting.• LIHTC experience required in terms of project development, property management, and projectoversight.• Training development and facilitation experience required.• Grant writing experience, particularly around seeking private funds and foundation support tomeet organizational initiatives.• Strong communication and organizational skills.• Experience working with survivors of domestic violence at a domestic violence shelter/program oran affiliate agency that provides intersecting services for survivors is preferred.• Be self-motivated, resourceful, creative, and able to work well in a team driven environment.• Proficient using Microsoft Office 365 including MS Word, Excel, PowerPoint, SharePoint, Zoomand Teams, etc.• Be able to manage multiple projects simultaneously.• Ability to work remotely synchronously with colleagues in Eastern and Central time zones.• Applicants should have familiarity with/experience in housing opportunities across Kentucky.• A candidate must currently live in or be willing to relocate to the central KY area.Salary:• Salary for this position is $60,000Location:The duty station for this position is at the ZeroV office in Frankfort, KY; however, upon approval, thereis the option to have an alternative working arrangement plan for telework. There will be in-personmeetings or events at the Frankfort, KY office location and/or other designated sites that theLeadership position will be required to attend.
