The Owner’s Rep will comply with the Owner’s standards for quality, optimal cost structure, and on-time delivery, and implement these standards into the overall framework of the Project, and will assist in maintaining project level schedule and cost controls and reporting in line with Owner’s requirements.The Owner’s Rep is expected to help enforce policy, gather information, and troubleshoot in the field, and will oversee the construction of Third-Party General Contractors coordinating with Owner and General Contractor (GC) on a wide range of construction and improvement projects from start to finish.The Owner’s Rep will also organize the appropriate process and ensure projects are completed in a timely and efficient manner, maintaining high standards of quality, overseeing all steps of the construction process. This role works with both Owners and clients before and throughout the project to review and outline the scope of work up to completion and is responsible for budgeting, organization, implementation, and scheduling of the projects.The Owner’s Rep will have an analytical mind and exceptional organizational skills, will work well with others, and will have exceptional mediation skills. The purpose of this position is to ensure all projects are delivered on time according to specifications and without exceeding the budget. A comprehensive list of essential duties and responsibilities can be found below.Essential Duties & Responsibilities: Represent CHN Development and Construction on a wide range of design and construction and improvement projects from start to finish.Will organize the appropriate processes and ensure projects are completed in a timely and efficient manner and on or under budget.Works with clients before and throughout the project to review and outline the scope of work up to and through completion.Assist in the development of budgets and schedule for funding applications. Review and provide assistance during preconstruction activities.Review General Contractor RFI’s, Submittal and Shop drawings on behalf of Ownership. Review and provide approval for pencil copy and pay applications for a wide range of projects. Ensure Affidavits and Waivers of lien and subcontractor backup is included in GC’s monthly pay applications.Review projects for quality and excellence throughout construction.The goal to ensure all projects are delivered on time according to specifications and without exceeding the budget.Provide periodic reports during pre-construction and monthly reports during construction.Define project objectives and constraints (user requirements, design goals).Assist in property evaluation, selection, and acquisition.Assist Owner in evaluation and selection of Architect.Work with the Owner and Architect to interface with local municipalities regarding planning and permits.Assist in the selection and qualification of the General Contractor.Assist Architect, Engineers, and General Contractor with Value Engineering in Design Development to maintain project budget.Conduct reviews of drawings and specifications.Review cost estimates at schematic, design development, and 95% completion of final design and contract document development.Compare and analyze bid tabulation scopes prepared by the General Contractor.Review / refine project contractor "Milestone" schedule.Assist VP of Construction in contract negotiations with the General Contractor.Develop and maintain a contingency analysis based on General Contractor potential change orders.Monitor construction progress and attend progress meetings with the Architect / Engineer and General Contractor.Review project correspondence, potential change orders, change orders and claim submittals.Coordinate and review potential change orders and evaluate cost and time impacts on the project, provide input to VP of Construction.Perform on-site inspections for quality of workmanship, quality of materials, conformity with plans & specifications.Develop and maintain a Punch List in conjunction with Architect / Engineer.Work with property management regarding phased turn-over occupancy of housing units.Review General Contractor's applications for monthly payments and final payment.Review General Contractor’s turnover and closeout documents.Education and/or Work Experience Requirements:Required:Education:Construction Management or related fieldExperience:5-10 years.
