Senior Project Controls Specialist - Engineer
CEIS is seeking experienced Senior Project Controls Specialists / Engineers to support complex technical and construction projects in a high-consequence DOE environment. This role supports Earned Value Management System (EVMS) execution, project controls, cost engineering, financial analysis, scheduling, forecasting, and performance reporting for mission-critical projects and programs. The ideal candidate brings strong expertise in cost estimating, schedule development, earned value analysis, project forecasting, and corrective action implementation, along with advanced proficiency in Primavera P6, Deltek, and Cobra.This position supports both field and home-office project controls activities and may function in a Control Account Manager (CAM) capacity. Candidates should be capable of working independently, supporting project leadership, mentoring junior personnel, and driving project controls performance across complex technical programs.ResponsibilitiesSupport and execute Earned Value Management System (EVMS) and Project Controls activities for complex projects and programs Perform cost estimating, forecasting, cost analysis, cost control, and financial reporting activities Develop, maintain, monitor, and analyze integrated project schedules using Primavera P6 Support schedule development, schedule control, critical path analysis, and performance reporting Utilize Deltek, Cobra, and related project controls software to support project execution and reporting requirements Identify project cost and schedule trends and provide recommendations for management attention Support implementation of corrective actions related to cost, schedule, and performance variances Prepare and present project controls reports, status updates, financial data, and forecasting information to project leadership Coordinate with project managers, engineers, CAMs, finance, and technical teams to support integrated project execution Support project organizational and administrative activities including baseline management and change control Review and analyze project budgets, estimates, resource plans, and schedule performance metrics Ensure project controls work products are completed accurately and on schedule Mentor junior project controls personnel and provide technical guidance as required Support process improvements and implementation of best practices related to project controls and EVMS execution Operate effectively in classified and high-consequence project environments Minimum QualificationsBachelor’s Degree in Engineering, Construction Management, Business, Finance, or related discipline required Minimum of 8 years of related project controls, cost engineering, scheduling, or EVMS experience Strong experience supporting cost estimating, cost analysis, scheduling, forecasting, and project controls activities Experience supporting Earned Value Management Systems (EVMS) in DOE, federal, construction, engineering, or large-scale technical environments Proficiency with Primavera P6, Deltek, and Cobra required Experience supporting integrated project schedules, cost baselines, and financial reporting systems Strong analytical, organizational, and problem-solving skills Strong written and verbal communication skills Ability to work independently and collaboratively within cross-functional project teams Ability to support onsite work approximately two weeks per month Preferred Qualifications12+ years of advanced project controls, EVMS, scheduling, or cost engineering experience Experience serving as a Control Account Manager (CAM) or supporting CAM functions Advanced knowledge of DOE project controls systems, EVMS processes, and financial reporting requirements Experience supporting large-scale engineering, nuclear, construction, or technical programs Experience mentoring junior personnel and leading project controls activities across multiple projects Strong understanding of engineering and construction management processes Experience supporting classified or high-security environments preferred Post-graduate coursework or advanced technical/business degree desired Demonstrated expertise developing innovative solutions related to project cost and schedule performance Experience working in highly regulated DOE or federal environments preferred Additional InformationFull-time, 40 hours/week Hybrid schedule available Onsite support required approximately 2 weeks per month for classified network access Candidates with strong EVMS, Cobra, Deltek, and Primavera P6 experience highly desired Level will be determined based on experience, technical expertise, and demonstrated project controls leadership experience CEIS is a small business headquartered in Albuquerque, New Mexico, with key offices in San Francisco, CA and Pittsburgh, PA, and we are growing.
