Senior Regional People Partner
Responsibilities
We're searching for a strategic, experienced Senior HR Regional Partner to lead and shape our People & Values function across the USA. Reporting directly to the Director of People Partnering & Transformation, you will serve as the senior HR authority for the US workforce— influencing strategy, driving compliance, and partnering with leadership to build a scalable, high‑performing people function.
As a trusted adviser to US senior leadership, you will lead the end‑to‑end employee lifecycle, own complex employee relations matters, and play a pivotal role in translating our People Plan Road Map into tangible, measurable outcomes. This is a high‑impact, high‑visibility role for someone who combines operational excellence with genuine strategic ambition.
Own the US People Strategy
Lead the design, delivery, and continuous improvement of US People operations across multiple states. Act as a strategic partner to senior leadership, providing expert guidance on organisational effectiveness, workforce planning, and cultural development.
Ensure Governance and Integrity of US Employee Data
Serve as the senior custodian of all US employee data across Bell's HRIS and EOR platforms, enforcing data quality standards and driving process improvements to ensure accuracy, compliance, and audit‑readiness at all times.
Lead the US Employee Experience
Own and continuously elevate the full employee lifecycle—from attraction and onboarding through to development and off‑boarding—ensuring a consistent, best‑in‑class experience that reflects Bell's values and employer brand.
Set the Standard for HR Policy & Compliance
Lead the development, review, and communication of US HR policies and procedures, ensuring Bell remains fully compliant with federal, state, and local employment law—including California‑specific requirements. Proactively monitor legislative changes and assess business impact.
Drive People Analytics & Strategic Reporting
Own the design and delivery of people metrics and reporting frameworks that provide actionable insight to senior leadership and the wider People & Values team. Transform data into compelling narratives that influence business decisions.
Lead Complex Employee Relations
Take ownership of all US ER matters—including complex, sensitive, and escalated cases—with sound judgement, legal awareness, and confidence. Coach and develop managers to handle people matters with consistency and confidence.
Act as a Senior Coach & Adviser to Leadership
Serve as a trusted adviser and coach to US managers and senior leaders on all people‑related matters. Build leadership capability through structured coaching, proactive guidance, and facilitated development conversations.
Deliver Transformational People Projects
Lead and contribute to high‑impact HR transformation projects across the US and globally, bringing expert recommendations, strong project governance, and a focus on scalable, sustainable outcomes.
Lead Regional & Global Collaboration
Act as the senior US voice within the global People & Values team, influencing cross‑regional strategy and ensuring local nuance and compliance requirements are embedded in global people initiatives.
Manage and Develop the US People Team
Where applicable, line manage and mentor junior HR team members, building a cohesive, high‑performing US people function capable of scaling with the business.
Skills / Experience
Senior HR Expertise: Minimum 7 years' progressive HR experience, including a proven track record in senior HR Business Partner or equivalent roles supporting US teams across multiple states. Deep expertise in US employment law; California compliance experience is essential.
Strategic Business Partnering: Demonstrated ability to operate at a senior level, partnering with VP/Director‑level stakeholders to influence people strategy and organisational design.
Payroll, Benefits & Compensation Leadership: Advanced knowledge of US payroll processes, benefits strategy, and compensation frameworks. Experience owning annual benefits reviews and liaising with third‑party providers at a senior level.
Employment Law & Compliance Mastery: Expert‑level grounding in federal and multi‑state labour law. Proven ability to manage complex, high‑risk ER matters independently and advise leadership with confidence.
Global & Matrixed Environments: Highly experienced working in global, matrixed organisations with senior stakeholders across multiple time zones. Comfortable influencing without direct authority.
HR Technology Leadership: Advanced proficiency in HRIS platforms and MS suite. Experience owning system governance, reporting design, and data integrity at an organisational level.
EoR Expertise: Substantial experience managing Employer of Record relationships (e.g., TriNet) and ensuring compliance within EoR frameworks.
Leadership & Team Development: Proven ability to lead, coach, and develop HR team members. Strong people‑management skills with a track record of building team capability.
Executive Communication: Exceptional verbal and written communication skills. Confident presenting to senior leadership and navigating highly sensitive or contentious topics with authority and discretion.
Resilient & Decisive: Comfortable operating in ambiguity and making sound, well‑reasoned decisions under pressure. A calm, confident presence in challenging situations.
Change Champion: Energised by organisational change and growth. Able to lead others through transformation whilst maintaining operational stability.
Hybrid‑Ready: Equipped and committed to effective hybrid working, with a minimum of three days per week in the New York office and flexibility for additional in‑person engagement as required.
