This role will primarily focus on Application Migration and Modernization projects, transitioning systems from legacy environments to a modernized infrastructure.This is a high-visibility role requiring strong leadership, Agile expertise, and the ability to manage multiple complex projects while aligning with organizational strategy.Key Responsibilities:Lead and manage complex, high-impact projects using Hybrid Agile methodologiesDrive Application Migration & Modernization initiativesEnsure projects are delivered on time, within scope, and budgetFacilitate collaboration between business stakeholders, product owners, and technical teamsConduct Agile ceremonies (Sprint Planning, Stand-ups, Reviews, Retrospectives)Prepare and deliver executive-level status reports and presentationsManage multiple projects and priorities simultaneouslyEnsure compliance with state procurement and fiscal policiesHandle vendor management and contract negotiationsMentor and guide junior project managers and team membersSupport enterprise-wide planning and system integration efforts Required Skills & Qualifications:Minimum 5+ years of Project Management experienceStrong experience managing large-scale, complex IT projectsProven experience in Agile project management methodologiesExperience leading cross-functional teamsProficiency with Agile tools (JIRA, Microsoft Planner, etc.)Strong communication, leadership, and stakeholder management skillsAbility to manage multiple high-priority projects Certifications (Required):PMP (Project Management Professional) - Mandatory Preferred Certifications:PMI-ACP (Agile Certified Practitioner)SAFe Agilist (SA)Discipled Agile Scrum Master (DASM) Preferred Qualifications:10+ years of project management experienceExperience working in government or enterprise environmentsExperience leading application migration / modernization projectsExperience in IT transformation initiativesKnowledge of state government procurement and compliance processesExperience in vendor management and contract negotiationsPrior experience with South Carolina state agencies (highly preferred) Education:Required:Bachelor's degree in Business, IT, Public Administration, or related fieldPreferred:Master's degree (MBA, IT, Public Administration, etc.) Key Skills:Agile Project ManagementStrategic Planning & ExecutionStakeholder ManagementRisk ManagementCommunication & LeadershipEnterprise Systems Understanding Project Scope:Lead Application Migration & Modernization initiativesTransition systems from legacy environments (DHEC) to SCDESImprove operational efficiency and reduce costs through modernizationDrive enterprise-level transformation efforts Additional Notes:High-impact, mission-critical project roleRequires strong independence and ownershipOpportunity to work on state-level digital transformation initiatives
