The ideal candidate will have extensive experience gathering and documenting requirements, conducting business process analysis, supporting system modernization efforts, and collaborating with cross-functional teams to deliver high-quality solutions. This role serves as a critical liaison between business stakeholders, technical teams, vendors, and project leadership throughout the project lifecycle.Key Responsibilities Analyze business operations, processes, systems, and user needs to identify opportunities for improvement and technology solutions. Elicit, document, validate, prioritize, and manage business, functional, technical, data, reporting, and interface requirements. Develop and maintain requirements traceability matrices from business needs through design, development, testing, implementation, and operational readiness. Conduct current-state and future-state assessments, gap analysis, impact analysis, dependency analysis, and business process modeling. Create and maintain use cases, user stories, acceptance criteria, business rules, workflow diagrams, process flows, and functional specifications. Collaborate with business stakeholders, application teams, infrastructure teams, data teams, security teams, and external vendors. Facilitate workshops, stakeholder interviews, requirement review sessions, and solution discussions. Support project planning, risk identification, issue resolution, and change management activities. Analyze system integrations, interfaces, data flows, source-to-target mappings, and reporting requirements. Assist with testing activities including test planning, test case review, defect management, and user acceptance testing. Prepare executive summaries, business cases, status reports, and project documentation. Support enterprise application modernization, system replacement, and digital transformation initiatives. Ensure project deliverables align with business objectives, compliance requirements, and organizational standards.Required Qualifications 8+ years of Business Analysis experience in enterprise IT environments. Proven experience gathering, documenting, and managing business and system requirements. Strong experience with process analysis, process improvement, and business process modeling. Experience creating requirements traceability matrices, use cases, user stories, and functional specifications. Experience supporting large-scale IT projects involving multiple stakeholders and complex dependencies. Knowledge of Software Development Life Cycle (SDLC), Agile, Scrum, and Waterfall methodologies. Strong analytical, problem-solving, organizational, and communication skills. Ability to communicate effectively with both technical and non-technical audiences. Experience with data analysis, system integrations, interfaces, reporting, and business process transformation.Preferred Qualifications Experience supporting legacy system modernization, system replacement, or enterprise transformation initiatives. Experience within Medicaid, Health & Human Services, Claims Processing, Eligibility Systems, Provider Management, Behavioral Health, IDD, Waiver Programs, or related public-sector environments. Experience supporting application development and infrastructure deployment projects. Familiarity with APIs, batch processing, data warehouses, reporting modernization, and modular architectures. Experience with state government IT projects, governance frameworks, or public-sector procurements. Professional certifications such as CBAP, PMI-PBA, PMP, Agile, Scrum, or SAFe.
