Role Description
PeopleTec is seeking an experienced Program Manager to lead and execute Foreign Military Sales (FMS) programs supporting defense and aviation customers. This role will oversee program execution, customer engagement, technical delivery, and team coordination across distributed environments.
Lead end-to-end execution of FMS programs, ensuring cost, schedule, and performance objectives are met
Serve as the primary interface with government and international customers
Manage cross-functional teams (engineering, analytics, logistics, and support personnel)
Oversee integration and deployment of PeopleTec analytics and software solutions
Establish and manage Microsoft Government Cloud environments (e.g., Azure Government), including coordination of provisioning, access control, compliance, and sustainment
Ensure cloud environments meet security, accreditation, and operational requirements (RMF/ATO alignment)
Drive program planning, risk management, and reporting activities
Ensure compliance with FMS processes, export controls, and security requirements
Coordinate OCONUS engagements, site visits, and customer support activities
Align program execution with DevSecOps practices and continuous delivery pipelines
Enforce disciplined execution using CMMI Level 5 processes and procedures
Qualifications
10+ years of program/project management experience supporting DoD or FMS programs
Demonstrated experience managing distributed and remote teams
Hands-on experience standing up and managing Microsoft Government Cloud environments (Azure Gov or similar), including security and compliance considerations
Familiarity with PeopleTec platforms: Rubix (enterprise analytics / BI platform), TCM (Train, Certify, Manage), ADAM (Automated Data Analysis Module)
Security+ certification (DoD 8570 compliant)
Working knowledge of DevSecOps principles and environments (e.g., CI/CD pipelines, secure development practices)
Experience operating within CMMI Level 5 process frameworks
Willingness and ability to travel OCONUS
Must be a U.S. Citizen
An active DoD Secret clearance is required to perform this work. Candidates are required to have an active Secret clearance upon hire, and the ability to maintain this level of clearance during their employment.
Education Requirements
Bachelor’s degree in Engineering, Business, IT, or related field (or equivalent experience)
Desired Skills
Experience with Azure Government, GCC High, or DoD cloud environments
Familiarity with RMF, ATO processes, and zero-trust architectures
Experience with Army Aviation, sustainment, or analytics-based programs
Familiarity with Agile methodologies and Microsoft DevSecOps toolchain
Experience supporting enterprise analytics, data pipelines, or HUMS/CBM-related systems
