Manager, Application Development

Salary Range: $153,481 - $237,896FLSA Status: ExemptDepartment: Information TechnologyReports To: Director, Application and Product DevelopmentGeneral DescriptionThe Manager of Application Development is responsible for supervising application development staff in designing, building, implementing, and supporting in-house and vendor applications and interfaces. This includes ensuring accurate data exchange between trading partners in compliance with regulatory requirements and SCFHP policies.Essential Duties and ResponsibilitiesSupervise and mentor personnel performing design, development, implementation, maintenance, and reporting from application databases, data warehouses, and data cube environments.Oversee the design, development, implementation, and maintenance of electronic data exchange in multiple formats, including EDI X-12 transaction sets for healthcare transactions.Oversee the development and maintenance of the enterprise data warehouse.Ensure new operations plans, policies, procedures, and transition/migration plans align with company goals and objectives.Define and modify IT development standards, policies, and procedures to stay current with business and regulatory needs.Participate in project approval and prioritization with IT management and business leaders.Contribute to strategic planning and share in developing SCFHP's vision, goals, and initiatives.Develop positive relationships with managers, directors, and leaders by understanding business priorities and IT enablers.Perform other related duties as required or assigned.Supervisory/Management ResponsibilitiesRecruiting, interviewing, and hiring.Developing a high-performing department culture and staff, setting standards, and motivating employees.Effectively assimilating, training, and mentoring staff and cross-training existing staff.Setting goals, planning, assigning, and directing work to meet goals while responding to employees' needs.Appraising performance, rewarding and disciplining employees, addressing complaints, and resolving issues with effective feedback and timely performance reviews.RequirementsEducation: Bachelor's Degree in Business Administration, Computer Science, Public Health, or related field, or equivalent training/experience. (R)Experience: Minimum five years supervisory capacity; minimum ten years application development; ten years SQL programming; five years MS SQL BI tools; five years programming in .NET, PERL, Java, SAS, VB, C++, C#, or other modern language. (R)Demonstrated knowledge of SDLC, coding standardization, peer review, and UAT. (R)Ability to manage multiple projects and cross-functional teams. (R)Excellent data analysis, communication, and knowledge of healthcare management information systems. (R)Additional desired: BizTalk, SharePoint, ActiveBatch, and other core integration tools. (D)Must be able to use a keyboard with moderate speed and high accuracy; maintain confidentiality; comply with SCFHP policies and ensure safe work practices. (R)Working ConditionsPrimarily performed in an office environment; requires regular contact with stakeholders, telephone and electronic communications.Physical RequirementsMobility: regular bending, reaching overhead, standing for extended periods. (R)Lifting: regularly lift up to 5 lbs. (R)Visual: ability to read printed materials and computer screens. (R)Dexterity: repetitive keyboard use, writing, and computer operation.
