Construction Program ManagerLocation: Indiana Employment Type: Full TimePosition SummaryLead capital improvement programs and complex infrastructure projects from planning through closeout Serve as owner representative ensuring projects are delivered on time, on budget, and in complianceKey ResponsibilitiesDevelop and manage multi year capital plans and funding profilesPrepare and oversee detailed project budgets and cost controlsAct as primary liaison between executive leadership, public stakeholders, consultants, and contractorsOversee procurement, contractor selection, and contract administration in public sector environmentsManage scope, schedule, cost, risk, and quality across multiple concurrent projectsProvide executive level reporting on financial performance and program statusEnsure regulatory, safety, and contractual complianceSupport long term capital strategy and portfolio prioritizationMentor and guide project managers and technical staffQualificationsBachelor's degree in Engineering, Construction Management, or related field required Master's degree preferred 15 to 20 plus years of progressive capital program or infrastructure leadership experience Demonstrated municipal or public sector capital improvement program experience Experience managing projects or portfolios valued at 60M plus Strong knowledge of delivery methods including design bid build, CMAR, CM agency, and design build Proven budgeting, financial oversight, and executive reporting capability Professional Engineer license preferred PgMP, CCM, or LEED credentials strongly preferred Strong executive presence and stakeholder communication skillsCompensationSalary commensurate with experience Competitive benefits package
