Project Manager/Engineer

Job SummaryThe Project Manager provides project management for Capital Improvement Plan (CIP) projects. Acts as the City's representative in delivering CIP projects from authorization to final completion. Ensures that projects are delivered in a timely and cost-effective manner, achieving the desired objective. Manages consultants and contractors, assisting consultants and staff in development of project scopes, budget and schedules. Drafts specifications for bid documents, reviews plans, evaluates cost estimates proposals and rates responses. Collaborates with senior management, consulting engineers, and end-users to ensure project requirements are gathered, goals for the project are established and the project delivery is monitored to meet the identified results.The Engineer directs and trains subordinate engineering staff and provides general civil engineering support. Acts as the City's representative in reviewing proposed infrastructure and planning for future infrastructure needs. Collaborates with management, engineers, and end-users to establish goals and monitor results. Provides review of plans for public or private buildings, roads, and utility infrastructure. Utilizes engineering and asset management principles to evaluate future needs and prepare future Capital Improvement Plans (CIP).Provides project management and coordination of projects including public buildings, roads, and utility infrastructure. This includes: assisting in scoping of the project with the end user; obtaining proposals; participating in contract negotiations; developing plans, quality assurance activities; reviewing construction plans and specifications (including constructability reviews); negotiating amendments; preparing and tracking schedules, reviewing and preparing cost estimates, managing construction costs, reviewing pay estimates and change order requests; obtaining complete as built contract documents. Ensures that work is performed in accordance with contract plans, specifications, City codes and ordinances.DutiesProject ManagerProject Initiation:* Researches and provides project documents during the project planning phase such as existing facility and utility plans and existing conditions. Develops and creates the initial project scope documents requirements with end users and develops a rough order of magnitude budget and schedule. Prepares RFQs, reviews design proposals and contracts, plans/construction documents including, ensuring compliance with City codes, regulations, and ordinances.Project Planning:* Assures the project plans, and specifications meet requirements. Reviews and resolves project conflicts. Prepares cost estimates, negotiates contracts and amendments. Develops project schedule including design, bidding and construction phases. Provides coordination between City, consultants and contractors to deliver the project. Participates in the planning and construction of public infrastructure and in the development of the City's Capital Improvement Program.Project Execution:* Administers contracts and monitors project progress, including corrections to maintain scope, schedule and project budget. Reviews and recommends payment of contractor's and consultant's invoices. Participates in A&E Meetings, Pre-Bids, Bid Openings, and Pre-Construction meetings. Processes Requests for Information, Submittal reviews when necessary and Cost Proposal requests as needed.Monitoring the Project:* Conducts quality assurance during design and construction including review of project scope, and field observations on projects. Oversees contracts related to quality assurance such as professional services related to materials testing, testing and balancing and equipment commissioning.Stakeholder and Communications Management:* Coordinates and communicates with citizens, developers, consultants and other governmental agencies during the design and construction phases of projects. Coordinates project plans and required utility relocations with private utility companies (Electrical, Gas, Fiber optic, Cable, etc.)Performs all other related duties as assigned.EngineerReviews plans for public and private infrastructure to ensure compliance with applicable standards and regulations. Provides coordination between City, developers, consultants and contractors.Manages projects during the project initiation, planning, execution and monitoring phases.Coordinates and communicates with citizens, developers, consultants and other governmental agencies. Participates in the planning and construction of public infrastructure and in the development of the CIP.
