Start dates are determined after funding confirmation.Northrop Grumman's Aeronautics Systems sector is seeking a Program Manager 3 - Labs to join the Labs IPT to oversee the Lab Standup (design, procurement, fabrication, integration, and operations). This position will be located in Melbourne, FL.This position is 100% on-site.The position will follow our 9/80 schedule and allows employees who work a nine-hour day Monday through Thursday to take every other Friday off.Primary responsibilities will include but are not limited to:Leading and directing cross-functional Integrated Program Teams (IPT) to meet program cost, schedule, technical performance and quality objectivesCultivating customer relationships and intimacy to develop further opportunities within the customer communityEstablishing a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizationsMeasuring and reporting program performanceDelivering presentations to customers, executivemanagementand other program stakeholdersEstablishing design concepts, criteria, and engineering efforts for product research, development, integration and testCreation, review, and finalization of the program Statement of WorkIdentification, distribution, tracking, and completion of program requirementsIdentifying, allocating, and managing program resources, including workforce planningEstablish milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specificationsEstablishment and management of the program and subordinate baselinesDevelop and ensure adherence to budget baselines including conduct of Earned Value Management (EVM) methodologies and tools, when requiredAct as a customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performanceCoordinate the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contractEnsure adherence to all internal processes, policies, and applicable industry standardsManaging Government/customer supplied property or information (GFE, CFE, etc.)Adherence to all internal processes, policies, and applicable industry standardsConducting thorough risk & opportunity management practices including identification, mitigation and realizationEnsuring program team understands and adheres to contract scope, and manages change through control board activitiesExcellent communication skills and ability to effectively interact with the customer and program managementBasic Qualifications:Bachelors degree and 10 years (or Bachelor of Science in STEM and 9 years) of related experience as defined below, OR a Master's degree and 8 years (or Master of Science in STEM and 7 years) of related experience as defined belowRelated experience includes professional and/or military experience to include a background in project management, program management, engineering, capture efforts, and/or business management related functionsYour ability to transfer and maintain the final adjudicated U.S. government Secret clearance (must be in-scope or enrolled in Continuous Evaluation), and any program access(es) required for the position within a reasonable period of time, as determined by the CompanyExperience using program management tools such as Earned Value Management System (EVMS), Integrated Master Plan (IMP), Integrated Master Schedule (IMS), Risk and Opportunity ManagementDemonstrated success leading teams/and or organizations to achieve a common goalDemonstrated ability to develop and maintain strong internal and external customer relationshipsDemonstrated collaboration, communication, and team building skills3 years' experience in Project Management or Program Management related rolePrior CAM experiencePreferred Qualifications:Final adjudicated U.S. government Top Secret security clearanceExperience supporting proposal development and/or estimate for future work scopeExperience managing program/projects of > $20 MillionStrong problem-solving and organization skills in both independent and team environmentsAbility to work independently with limited oversightDemonstrated Lab Standup (design, procurement, fabrication, integration, and operations) experience leading cross-functional teams of 5 or more individuals to achieve defined project or organizational objectives, including responsibility for task coordination, performance tracking, and issue resolutionPrior experience leading a teamDemonstrated ability to produce clear, professional written communications (eg. Reports, briefings, status updates) and deliver verbal presentations to stakeholders at multiple organizational levels, including senior leadership and individual contributorsDemonstrated experience serving in a formal leadership role as a Project Lead, Integrated Team Lead, or Cost Account Manager with documented responsibility for delivering scope on schedule and within approved costExperience with the Atlassian Suite of Tools (Confluence, JIRA)Agile Task Management Experience (Kanban, Sprint)AS-FA3Primary Level Salary Range: $166,700.00 - $250,100.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
