Program Advisor (ONAP) The mission of the U.S. Department of Housing and Urban Development is to foster strong communities by supporting access to quality, affordable housing, expanding the housing supply, and unlocking homeownership opportunities for the American people. The Department is committed to furthering the promise of self-sufficiency in every American while promoting economic development to revitalize rural, tribal, and urban communities across the country. This position is located in the Office of Public and Indian Housing (PIH), Office of Native American Programs (ONAP). PIH's mission is to provide low-income families affordable housing opportunities as they transition to self-sufficiency and homeownership and oversees the administration of HUD's Public Housing, Housing Choice Voucher, Section 8 Rental Assistance, and Native American Programs through a staff of Headquarters and Field employees. As a Program Advisor (ONAP), you will: Advise and assist the DAS in handling policy and program problems, representing the DAS both within and outside the Department, with other Federal agencies, Congress, Tribes, Tribally Designated Housing Entities (TDHEs) state and local governments, and private interest groups. Carry out on-going assignments requiring close personal contact with the DAS in order to expedite, coordinate, and, as required, to negotiate or make high level decisions on behalf of the DAS. Issues will include national policy issues, questions of programmatic interrelationship, which for reasons of urgency or sensitivity, must be resolved promptly. Undertake fact-finding missions and develops procedural or substantive solutions for resolving major policy or operational issues pertaining to the Indian housing programs of specific TDHEs. Incumbent takes appropriate action on the basis of personal observations and conclusions and advice or guidance from the DAS.
