ANNOUNCEMENT OF POSITION VACANCY www.enterprises.csus.edu Payroll Manager Payroll Services SALARY: Full range: $6,951 - $10,427 per month; Anticipated hiring range: $7,160 - $9,845 per month TYPE: Full-Time / Benefited / Exempt / Salaried REQUISITION: 688543243 JOB SUMMARY As Sacramento State’s non-profit business auxiliary, University Enterprises, Inc. (UEI) creates and manages programs and services that enhance the University’s educational mission. Payroll Services provides accurate financial information to UEI departments, federal and state agencies, banking institutions, and auditors. Employees receive timely and accurate payroll checks, direct deposits, and annual W-2s, and federal and state government offices receive information for payroll wage and tax reporting. Payroll Services also maintains and processes employer-provided benefits and payroll deductions. For more information about UEI, view the website here: https://www.enterprises.csus.edu/ The Payroll Manager plans, organizes, directs, manages, and supervises the complex preparation and processing of all UEI payroll and benefits data. KEY RESPONSIBILITIES Strategic Payroll Oversight: Plans, organizes, directs, manages, and supervises the preparation and processing of UEI payroll. Oversees the analysis and reconciliation of payroll accounts. Reviews and ensures the proper preparation of payroll reports and transaction documents. Team Leadership and Performance Management: Sets work priorities and schedules work assignments. Hires, trains, supervises, disciplines, and evaluates staff consistent with UEI policies. Internal and External Liaison: Represents payroll functions and operations with both UEI staff and external agencies. Other duties as assigned. MINIMUM QUALIFICATIONS Bachelor’s Degree in Business Administration, Finance, and Accounting or a related field or equivalent combination of education and/or work experience. Demonstrated experience in managing the payroll systems and processes for a medium to large organization. Demonstrated substantial work experience and background in payroll transactions, fiscal reporting, and account reconciliation. Demonstrated knowledge of the methods, practices, and principles of payroll preparation. Demonstrated knowledge of accounting theory as applied to payroll transactions and problems. Demonstrated experience with financial record-keeping and tax reporting. Demonstrated experience with automated time and attendance programs such as Ultimate Kronos Group (UKG) Workforce Ready. Demonstrated knowledge of Federal and State laws, ordinances, and regulations affecting the maintenance of payroll records and determination of proper payments. Demonstrated knowledge of methods and requirements for the preparation and submission of payroll taxes and CalPERS reports. Demonstrated experience hiring, training, supervising, developing, disciplining, and evaluating staff. Demonstrated ability to plan, organize, direct, manage, and supervise the preparation and processing of UEI payroll. Demonstrated ability to oversee the analysis and reconciliation of payroll accounts, and reviews and ensures proper preparation of payroll reports and transaction documents. Demonstrated ability to set work priorities and schedule work assignments. Demonstrated experience in the preparation and monitoring of budgets. Demonstrated experience in the use of computer systems and software applications related to payroll and accounting functions. Demonstrated ability to perform research and analyze and evaluate information regarding payroll transactions. Demonstrated experience with maintenance of proper records and controls. Demonstrated ability to serve as a resource for resolving a variety of payroll questions and concerns from UEI staff. Must be fingerprinted and pass a background check. Must continue to meet the established standards. PREFERRED QUALIFICATIONS Completion of advanced education training in Payroll Management, such as American Payroll Association Certified Payroll Professional. Demonstrated experience using the payroll and accounting modules of Finance Enterprise accounting software and UKG Workforce Ready. CONDITIONS OF EMPLOYMENT: This is a full-time, exempt from overtime, benefited position, covered under the California Public Employees’ Retirement System. Continued employment in this position is dependent upon the mutual consent of University Enterprises, Inc. (UEI) and the employee, and either University Enterprises or the employee can, at any time, terminate the employment relationship at will, with or without cause.
