- Ensures, on behalf of the school and the Navy, through proper instruction and supervision that the JROTC Program is administered in his unit in accordance with law, regulation, policy, and principles.
- Conducts public affairs programs in local areas, among school and community officials, civic groups, parent-teacher groups and other individuals designed to enhance the prestige of the Navy JROTC, and thereby the school institution and the US Navy.
- Enrolls students in the JROTC program and supports school officials in the conduct of these programs.
- Drafts procedures, in coordination with the head of the institution, relating to the administration, control, and training of JROTC cadets, including appointment, promotion, and demotion of cadet officers and non-commissioned officers for approval by the head of the institution in accordance with Navy Regulations.
- Attends Navy JROTC Leadership camp or MCPSS STEM Leadership Academy with cadets from his school when directed by the Director of Army Instruction (DAI) / MCPSS JROTC Supervisor.
