NORC is seeking a Program Manager (PM) for an anticipated USAID cooperative agreement , Promoting Impact and Learning with Cost-Effectiveness Evidence (PILCEE). The cooperative agreement aims to fund impact evaluations and cost analyses and integrate existing evidence from these high-quality studies into USAID activity designs. This activity will provide a platform for engaging academics from the social and behavioral sciences to strengthen USAID's current and future programming by understanding the causal impact per dollar of its programs and producing contributions to the global evidence base that can improve policy and programming of other development partners.
The PM position is preferably based in the DC-Maryland-Virginia (DMV) area, with the possibility of hybrid or remote working arrangements. This position is contingent on USAID contract award to NORC.
DEPARTMENT: International Programs INPRO was established in 2005, and works on performance and impact evaluations, capacity building, complex surveys, and qualitative data collection, among other research activities, throughout the developing world. Our research covers a range of sectors including education, child and youth well-being, gender equality and women's empowerment, private-sector engagement, democracy and governance, resilience and food security, land and resource governance, biodiversity conservation, natural climate solutions, agriculture, water and sanitation, and vulnerable populations. Since its establishment INPRO has implemented projects in more than 100 countries in Africa, Asia, MENA, Latin America and the Caribbean, and Eastern Europe and Eurasia. RESPONSIBILITIES: As key personnel, the PM will be responsible for overall project leadership and management, quality control, and effective, efficient, and timely implementation of all project activities in compliance with the agreement. Specifically, they will:
Manage overall and day-to-day project operations, which may include, but are not limited to, communications, administration, logistics, procurement, staffing/recruitment, budgeting, finances, and reporting.
Manage project team comprising in-house staff, consultants, and subcontractors, including academic PIs and academic teams.
Ensure buy-ins and core-funded activities are implemented in accordance with the approved budgets, USAID regulations and procedures, and the specifications of the SOW.
Serve as the main point of contact with USAID, liaising with the AO, AOR, and Activity Managers on matters related to overall program management.
Manage multiple concurrent activities (buy-ins and core-funded) with Activity Managers from different Missions/Bureaus/Operating Units across USAID, rapidly allocating high-quality staff/consultants to meet the demands all activities.
Manage and hold accountable staff, consultants, and subcontractors for completing activities and producing interim milestones and final deliverables in accordance with workplans and timelines.
Ensure high-quality technical services/deliverables. REQUIRED SKILLS: Required Qualifications:
Master's degree (or PhD) in economics, a related social or behavioral science, or public policy or administration.
Minimum of eight (8) years of experience, with substantial experience related to managing large-scale, multi-country, and/or multi-million-dollar research- or MEL-related contracts.
Experience designing, conducting, and/or interpreting the results of evidence of impact and cost-effectiveness from randomized impact evaluations.
Demonstrated experience $1, academic researchers, research organizations, or networks of researchers in support of addressing complex problems.
Experience working on and, preferably managing, large USAID $1contracts.
Ability to manage a large, complex contract with both core funding and buy-ins from Missions/Bureaus/Operating Units across USAID.
Experience with project management, contract oversight, and effective budgetary/cost control.
Ability to think strategically, build trust, and communicate and collaborate effectively and openly with a diverse range of stakeholders, including USG clients, both US- and LMIC-based academic institutions/academic researchers, and other partners.
Strong interpersonal skills and ability to establish and sustain professional, collaborative relationships.
Strong management skills to be able to effectively deliver against responsibilities outlined above and to ensure the delivery of high-quality research and evaluation-related activities and products.
Deep expertise in the core technical areas relevant to this contract, namely impact evaluation methodology, particularly randomized controlled trials (RCTs), and cost-effective analysis.
Familiarity with the current global evidence base on measuring intervention effectiveness using RCTs.
Experience promoting a culture of learning and evidence use.
Excellent written and spoken English language skills.
Prior experience working with and/or connections to the development economics academic community will be a significant advantage. Preferred Qualifications
Previous Program Manager experience or similar (e.g., Chief of Party, Team Leader, Technical Director) on a USAID-funded award. SALARY AND BENEFITS: The pay range for this position is $150,000-$195,000.
