- The purpose of this classification is to perform skilled work associated with the construction, maintenance, and upkeep of County streets and roads, rights-of-way, water distribution and collection systems, stormwater and drainage systems, public facilities and property, and other infrastructure as part of a public works and utilities crew.
- This system includes a vast network of roadways, sidewalks, and trails; a transit system that provides public transportation; and an airport that serves business and recreational flying needs.
- Cobb DOT also assists with the implementation of several programs that are funded by participants within established districts, including the Street Light District Program, Pedestrian Lighting District Program, and Sidewalk District Program.

- Performs various manual tasks in support of street, roadway, and drainage projects: installs and removes sidewalks, curbs, gutters, and culverts; clears and repairs ditches; clears drainage obstructions from culverts, ditches, and gutters; lays and smoothes asphalt; repairs asphalt and concrete; patches and repairs potholes in road surfaces; compacts road surfaces and packs ground materials; installs and repairs pipe; and installs reflective markers in streets.
