- SUBSTITUTION OF EDUCATION: Ph. D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. if related in international policy, international commerce, international management, intercultural relations, international development, global economy, government and foreign affairs, international business, international trade, international economics, international affairs, international relations, or other related fields of study.
