- Formerly known as the Department of Housing and Community Development (DHCD), EOHLC works with municipalities, local housing authorities, non-profit organizations, and development partners to provide affordable housing options, financial assistance, and other support to Massachusetts communities.
- The Finance Director manages the fiscal resources allocated to the Division of Housing Development for capital, federal, state, A merican Recovery and Reinvestment Act of 2009 (ARRA), and American Rescue Plan Act (ARPA) programs.
- Oversee the developm ent of and coordinate the preparation of spreadsheets, narratives, and memoranda on the Division’s financial activities including ARRA, ARPA, capital, state, an d federal programs for the Director, Fiscal Director, EOHLC’s Chief Fiscal Officer, the Deputy Secretary, the Secretary of Housing and Livable Communities, the Executive Office of Administration & Finance (EOAF), members of the Massachusetts Legislature, and advocacy groups.
- Oversee and coordinate financial information with quasi-public agencies [Community Economic Development Assistance Corporation (CEDAC), Massachusetts Housing Partnership (MHP), MassHousing, and MassDevelopment)].
- Coordinate response and research legislative initiatives at the state and federal level for the Division (i.e., housing bond bills, ARRA program requirements, ARPA program requirements and other housing-related legislation); evaluate the budgetary/policy implications of these initiatives, prepare Division’s response for review and discussion with the Fiscal Director, Deputy Director and Director.
