- Open Competitive: High school graduation or equivalent and seven years of full-time satisfactory experience in civil engineering or engineering technology related to transportation infrastructure work.
- Substitution 30 semester hours of training for a technical institute, community college or college in civil engineering, civil engineering technology, construction technology, engineering, physical or applied sciences on a year-for-year basis, up to four years.
- The Construction Specialist 1 works under the supervision of a Sr. Transportation Analysis, Associate Capital Program Analyst, or a Professional Engineer.
- Serve as the Regional Railroad Coordinator working closely with the Design & MO Rail regarding capital projects that require railroad agreements and coordination.
- Manage Federal Section 130 Railroad/Highway at-grade crossing improvements program working closing with the Freight and Passenger Rail group.
