Axcent, LLC is rehabbing three scattered-site assisted living homes in the Peoria and Phoenix metro, 30 beds total, financed through a HUD Section 232 substantial rehabilitation loan. The general contractor will build them. We need someone on our side of the table making sure they build them on time, on budget, and to spec.
This is not a construction management role. It is an owner's representative role. You are our independent check on the builder across three sites, from predevelopment through certificate of occupancy.
Purpose of the Role
Protect Axcent's capital and schedule across all three properties so every home reaches certificate of occupancy on time and within the mortgageable budget.
Without this role, our Founder absorbs GC oversight, draw verification, and change-order adjudication himself. The budget then erodes through change orders no one challenged and slippage no one pushed back on.
What You'll Own
GC Agreement Negotiation Support. Advise on scope, pricing, schedule, change-order terms, and completion assurance for a single contract covering all three properties. Structure it to protect Sage House while staying compatible with HUD draw and completion-escrow requirements. The Founder approves and executes.
Zoning Readiness. Track zoning approvals at each property against the construction schedule. Counsel handles the legal work. You make sure no approval gap ever puts the GC on standby.
Budget Control. Own budget versus actual across three properties, tracked by phase, not as a lump figure. Every dollar of variance gets identified, sourced, and reported before it compounds. Nothing reaches ownership for the first time at draw stage.
Schedule Control. Own a master schedule across three overlapping builds and push the GC to hold it. Identify slippage early and force recovery rather than documenting the delay after the fact.
Draw Integrity. Verify work-in-place behind every GC draw request and coordinate the HUD draw process with our lender and pro forma partners. Sage House does not pay for work that is not in place.
Issue and Change-Order Adjudication. Serve as first point of contact for field issues. Resolve what fits inside scope and budget. Escalate anything touching budget, schedule, scope, or design with a recommendation and quantified impact attached, never a bare question. Keep the log current.
Monthly Reporting. Deliver a written status report on the same date each month: budget versus actual by phase, schedule versus plan, change-order log, risk register, and the decisions required from ownership.
The Right Fit Has
A track record as an owner's representative or construction oversight manager delivering projects on time and on budget. Multi-site residential or healthcare preferred.
Construction contract literacy and demonstrated GC negotiation experience. You can read a change-order clause and state exactly what it will cost the owner if the GC exploits it.
Familiarity with HUD-financed construction, Section 232 or a comparable draw and inspection regime, preferred. Willingness to work inside HUD requirements is required.
The ability to read construction documents and inspect installed work critically against them, catching a deviation from spec before the GC discloses it.
The disposition to treat GC representations as claims to be verified, not facts to be recorded. You have told a contractor no on a change order and kept the job moving.
A base in, or the ability to be regularly on site in, the Phoenix and Peoria metro.
How Success Is Measured
Total program cost lands within approved budget plus contingency.
Certificate of occupancy achieved at each property inside the approved schedule window.
Every draw approved on first submission with no lender or HUD rejection.
Every escalation arrives with a recommended decision and quantified cost and schedule impact.
Engagement and Fee
Independent contractor, fixed scope, predevelopment through certificate of occupancy on all three properties. Single point of accountability to the Founder. No direct reports.
Submit a fee proposal structured in phases: predevelopment and contract negotiation, then construction oversight. Tie fees to milestones and quote as fixed, monthly, or percentage of cost.
