Telecommunications Systems Engineer
TAMARACK Technologies Inc. is seeking a highly qualified and experienced Telecommunications Engineer to consult and support program development and policy creation in Information Communications Technology (ICT). This critical role requires a deep understanding of Department of Defense (DoD) or other federal agency communications policies and programs, coupled with expert-level knowledge of telecommunications and data infrastructure design, as evidenced by the BICSI Registered Communications Distribution Designer (RCDD) designation. The ideal candidate will be responsible for developing, updating, and maintaining ICT-related policies, standards, and guidelines to ensure the reliability, security, and interoperability of Marine Corps enterprise networks and communication systems. The candidate will support the Commander, Marine Corps Installation Command (MCICOM).Organization: Commander, Marine Corps Installation Command – G6 DirectorateLocation: Hybrid – Distributed Workforce. Must reside in the D.C., Maryland, or Virginia (DMV) commuting area and be available to work on-site periodically. On-site locations at the Pentagon and Quantico Marine Corps Base.Travel: Can anticipate some travel per year (not extensive). CONUS travel to East and West Coast Installations. OCONUS travel may include Hawaii, Guam, Japan and Korea.Salary Range: $140,000-$160,000Position Description: The ideal candidate will use his/her in-depth experience to support and assess Information and Communication Technology (ICT) and other critical communications infrastructures to ensure their viability and sustainability. The candidate will utilize audit survey results to develop system engineering mission-based models for Installation Communications Grid capital assets, that are integrated as part of the nation’s communications critical infrastructure grid that supports the entire installation and tenant requirements.Duties and Responsibilities: Provide expertise, guidance, consultation, facilitation, and proficient leadership to the client and project team based on specialized indepth knowhow in fields including, but not limited to, communication critical infrastructure, telecommunication regulations, policy and administration, planning, analysis, communications, business, and management. Assess and facilitate discoverability and accessibility of commercial critical communications critical infrastructure and telecommunications data and services. Inform integration of new data sets across multiple classified and unclassified domains to both US Government and host nation communication critical infrastructure. Coordinate with the Federal Communications Commission to integrate solutions into the national and host nation’s communications critical infrastructure Enterprise Architecture. Ensure that quality is an integral part of the development, design, and delivery of communication critical infrastructure products or services. Monitor products and services throughout the life cycle, validate and verify adherence to specified requirements through test and measurement activities, and manage lead quality assurance activities. Work closely with assigned staff, senior specialists, or task leads. Direct the activities of specialists or other staff as necessary on activities related to the specified field or discipline. Prepare and deliver reports and briefings for senior leadership across the Agency. Develop and communicate associated messages and communication and outreach strategies. Minimum Qualifications, Experience & Education Requirements: All Requirements must be clearly annotated on resume. Experience must be shown in work history. Building Industry Consulting Service International (BICSI) Registered Communications Distribution Designer (RCDD) certificate. Must be able to obtain and maintain an active Secret Facility Clearance Level (FCL). Bachelor’s degree with ten (10) years of directly relatable experience or Master’s degree with five (5) years of directly relatable experience. Provide proof of citizenship using the I9 form and supporting documentation. Knowledge, Skills, & Abilities (KSA’s) Familiarity and understanding of Information and Communication Technology (ICT) Experience developing Plan of Action and Milestone (POA&M) Reports. Strategic planning and policy development. Knowledgeable in Communications Critical Infrastructure and Telecommunications Regulations.
