This is a high-visibility modernization initiative focused on transitioning the Commonwealth's legacy MMIS environment into a modular, enterprise-based architecture supporting improved healthcare delivery, vendor integration, and operational efficiency. This role is heavily focused on business analysis, stakeholder facilitation, and requirements leadership within a complex Medicaid modernization environment. Candidates must possess strong MMIS domain expertise, executive presence, and the ability to independently lead business discussions with state stakeholders, business teams, and technical teams. The ideal candidate will demonstrate a forward-thinking mindset and the ability to leverage AI-assisted analysis techniques to improve the quality, consistency, and efficiency of business analysis deliverables.Responsibilities:Business Analysis & Requirements LeadershipLead requirements gathering, analysis, documentation, and validation activities for MMIS modernization initiatives with a primary focus on Provider ManagementFacilitate Joint Application Design (JAD) sessions and working sessions with state stakeholders, business teams, technical teams, and vendorsTranslate complex business needs into clear, structured, and testable business requirements using established business analysis methodologiesTrack requirements from initial scope definition through refinement, validation, implementation, and testing supportConduct current-state vs. future-state gap analysis and recommend solution approaches aligned with modernization objectivesEnsure requirements traceability and alignment throughout the Software Development Life Cycle (SDLC)Support defect triage, issue resolution, operational impact analysis, and change management activities as neededPartner closely with development and QA teams to ensure business intent is accurately implementedDocumentation & DeliverablesProduce comprehensive Business Requirements Documents (BRDs) including:Business background and objectivesProcess flows and workflow analysisDetailed business requirementsOperational impacts and dependenciesAssumptions, key decisions, and open issuesTesting considerations and validation scenariosDevelop process flows, use cases, decision matrices, and supporting business analysis artifactsMaintain high-quality documentation standards across all deliverablesAI Integration & InnovationLeverage AI tools and prompt engineering techniques to support requirements generation, business analysis activities, and documentation developmentCreate and refine AI prompts to improve the quality and efficiency of requirements-related deliverablesEvaluate AI-generated output for accuracy, completeness, consistency, and business relevanceApply critical thinking and business judgment when utilizing AI-assisted analysis techniquesStakeholder Engagement & Strategic ContributionBuild strong working relationships with client stakeholders, project leadership, and cross-functional teamsFacilitate productive discussions and diplomatically challenge unclear or incomplete requirements when necessaryCommunicate complex business and technical concepts effectively to both technical and non-technical audiencesAnticipate downstream impacts, risks, dependencies, and operational considerations associated with requirements decisionsOperate independently as a self-starter while contributing to broader program objectivesRequired Qualifications:Strong experience as a Business Analyst supporting MMIS/MES or Medicaid modernization initiativesDirect experience with Provider Management Modules (PMM)Strong preference for candidates with CLIENT-SIDE MMIS experience (state agency/business operations perspective) versus solely vendor-module implementation experienceDemonstrated experience facilitating stakeholder sessions, JAD workshops, and executive-level business discussionsProven experience producing high-quality BUSINESS requirements (not solely functional or technical requirements)Deep understanding of:Requirements gathering and validationBusiness process analysisSDLC methodologiesGap analysis and solution validationMedicaid business operations and policy-driven systemsStrong verbal and written communication skills with close attention to detailAbility to manage ambiguity and operate effectively within large-scale enterprise modernization effortsPreferred Qualifications:CBAP certification or strong BABOK familiarity preferredExperience supporting large-scale state Medicaid modernization initiativesExperience with AI-assisted business analysis or prompt engineering conceptsPrior experience supporting Claims, Eligibility, or related MMIS modulesTechnical & Tool Proficiency:Microsoft Office Suite (Word, Excel, PowerPoint, Visio)Azure DevOps (ADO), TFS, JIRA, or similar SDLC/project tracking toolsProcess modeling and workflow documentation toolsFamiliarity with AI-enabled productivity and analysis toolsS2Tech is committed to hiring and retaining a diverse workforce.
