Program Manager (Nuclear/Energy experience)
This role requires a candidate adept at navigating complex technical, operational, and legal landscapes, with a strategic mindset for advancing nuclear industry programs within the DOE framework. This role is centered on ensuring safety as the top priority and integrating it into all tasks. Key responsibilities include program management and implementation support for new initiatives across the client and the Department of Energy/National Nuclear Security Administration (DOE/NNSA) complex. The role involves planning, budgeting, and managing technical and programmatic activities to support complex nuclear-related programs. Responsibilities also cover preliminary legal and financial analyses, promoting client's and DOE initiatives, and synthesizing technical, operational, and legal issues to inform strategic recommendations.
*General Duties:*
* *Safety*: Make safety a core part of all job tasks, ensure safety rules are followed, and halt work if conditions are unsafe.
* *Program Management*: Lead new program initiatives from planning to start-up, ensuring alignment with client and DOE/NNSA objectives.
* *Strategic Development*: Create and manage programs, budgets, and workforce plans for strategic initiatives. Analyze technical, legal, and financial issues to inform and support planning.
* *Budget Management*: Develop and consolidate budget documentation to justify and secure funding.
* *Stakeholder Guidance*: Provide guidance on technical support needs, prepare reports, and present analytical findings and recommendations to senior management.
* *Strategic Leadership*: Develop technical and business strategies to support client, NNSA, and external government agency goals.
Education/Experience Requirements:
*Minimum Qualifications:*
* Bachelor’s Degree in Engineering, Science, or Business Management with *16+ years of technical experience* in program management or nuclear-related fields; or
* Master’s Degree in Engineering, Science, or Business Management with *12+ years* of experience in engineering, operations, strategic and business planning; or
* MBA with a technical undergraduate degree and *12+ years of experience* in the aforementioned fields.
* *10+ years* of experience must be in the nuclear industry or in relevant program management.
* Demonstrated skills in managing complex environments with integrated work scopes.
* Strong interpersonal, verbal, and written communication skills.
* Proven analytical abilities to interpret technical and programmatic data for senior management.
*Preferred Qualifications:*
* Nuclear industry experience (DOE preferred over commercial).
* Experience with client, Pantex, LANL, or WIPP is favored for knowledge of DOE complex work scopes.
* Plutonium processing experience is preferred.
* Familiarity with GAO-compliant Life Cycle Cost Estimate development.
* Leadership experience in management or senior management roles.
* Expertise in program baseline development, variance reporting, and change control.
