Signal Timing Technician (Transportation Specialist) III, IV, or V: Traffic Signal Crew (Austin District)
This position provides technical expertise and coordination for transportation programs involving multiple design andadvanced building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and oversight, and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.Essential Duties:Responsibilities for Signal Timing Technician III, IV, or V include: Consults with Department personnel, manufacturers and vendors regarding equipment operation, design, installation, equipment failure, complex repairs or replacement recommendations. Coordinates and performs interim and final inspections to identify deficiencies. Coordinates communication between district/division/Department of Public Safety and other external entities. Coordinates programs and projects to enhance efficiency and streamline operations. Develops and prepares consultant work orders and agreements. Ensures compliance with specifications for devices; safety laws, rules, and regulations; and the Texas Manual on Uniform Traffic Control Devices. Evaluates the costs of integration of new equipment. Implements proper traffic control procedures and safety precautions at construction sites to preclude traffic congestion and accidents; identifies utility locations and directs use of proper equipment. Investigates and responds to public complaints on traffic signals, signs, railroad crossings, pavement markings, traffic management systems or other traffic related items. Provides technical expertise for field technicians in the installation, troubleshooting, maintenance and repair of complex electronic/electrical systems in the field. Researches and analyzes incoming correspondence, reports and other written material. Responds to complaints and identifies problems regarding traffic signal timing, congestion, operations and assists in developing recommendations for long-term solutions. Performs other job responsibilities as assigned. This position requires driving a state vehicle. Additional Responsibilities for Signal Timing Technician IV includes: Coordinates complex traffic studies, analyzes traffic data, determines need and prepares plan layouts for traffic projects including signs, signals, illumination devices or traffic data collection devices. Provides advanced technical expertise for field technicians in the installation, troubleshooting, maintenance and repair of complex electronic/electrical systems in the field. Additional Responsibilities for Signal Timing Technician V includes: Oversees the development of short- and long-range maintenance plans and monitors operations to ensure compliance with plans. Develops and monitors budgets. Directs traffic studies, analyzes traffic data, determines need and prepares plan layouts for traffic projects including signs, signals, illumination devices or traffic data collection devices. Oversees and administers contracts for the installation and maintenance of traffic systems and traffic data collection devices. Minimum Qualifications:Education: Bachelor's Degree in a related discipline.Experience:Signal Timing Technician III, IV, or V: 5 YEARS Transportation design, construction, traffic operations, maintenance.Relevant experience may be substituted for education on a year per year basis.
