Program Manager – Real Property Portfolio
Opportunity OverviewSD Solutions is seeking Program Manager to oversee consulting and technical services for a DHS real property portfolio, which includes 100M+ SF across ~13,000 buildings, 40,000 structures, and 3,500 acres of land. The Program Manager will lead efforts to strengthen real property strategy, policy, compliance, and oversight, and drive integration across DHS Components through enterprise-level portfolio management, process improvement, and modernization initiatives.ResponsibilitiesProvide overall program management for DHS OCRSO real property initiativesLead and coordinate portfolio and project management support across ComponentsOversee engineering design reviews, architectural planning, space management, and construction evaluationsGuide strategic planning, policy development, and performance reportingEnsure compliance with federal requirements and alignment with DHS mission objectivesManage cross-Component collaboration, strategic communications, and integration effortsDirect surveying, cost estimating, and evaluation of renovation and modernization projectsSupervise contractor staff and ensure high-quality deliverablesEducation Requirements: Bachelor's degree in Engineering, Architecture, Business, Public Administration, or related field requiredMaster's degree preferredMinimum Qualifications8+ years of program management experience supporting federal real property, facilities, or infrastructure programsProven track record leading large, complex federal programs with multiple stakeholdersKnowledge of federal real property policy, compliance, acquisition, and asset management requirementsExperience in engineering or architectural design review, space planning, and construction evaluationStrong leadership, stakeholder engagement, and strategic communication skillsProficiency in project management and data analysis toolsPreferred QualificationsPMP or equivalent program management certificationProfessional credentials such as PE, RA, CFM, or equivalentExperience supporting DHS or other large federal agencies with enterprise real property programsDemonstrated expertise in process re-engineering, performance analysis, and strategic planningEmployment TypeFull-time, W2 employmentExempt, salariedEligible for paid benefitsClearance, Citizenship, and Work LocationClearance requirement: Public Trust clearance or ability to obtain oneMust be U.S. citizen Location: Washington, DC.
